Sipowicz: Yeah. Luis Hernandez, The Illustrated Man.

The Illustrated Man is the title of a famous 1951 collection of short stories by acclaimed SF author Ray Bradbury (Fahrenheit 451, Something Wicked This Way Comes, The Martian Chronicles). The stories are unrelated, but the collection ties them together with a narrative using the plot device of a tattooed vagrant whose tattoos are animated and tell the different stories in the collection. Several of the stories were also used as the basis for a 1969 film of the same name, starring Rod Steiger.

The term tempest in a teacup is a euphemism for taking something and blowing it all out of proportion. The reference also refers, through "C-cup", to the measurement system used for women's bras, a clear reference to the component of the episode which takes place in a strip club.
