Series regulars Navi Rawat (Amita) and Peter MacNichol (Dr. Larry Fleinhardt) did not appear in this episode.

This episode appears to be a "budget mender." There is no location shooting, big effects, or protracted gun battles. There are very few exterior shots. About half of the episode takes place in an elevator where David is being held hostage. Most of the remainder takes place on existing sets (the building lobby and the bullpen.) The CalSci and Eppes' family home sets are not used at all. Two of the series regulars don't appear at all (Amita & Dr. Fleinhardt.)

Many times, a lower budget episode such as this will be produced to correct for overruns on previous episodes or to bank some money for an episode the producers know is going to be more expensive to produce than the typical episode.
