As Joe jogs repeatedly around the center of town, Graham and Moira watch him from the hotel. Graham figures that Joe does everything by a routine but is almost too normal, as if he knows he's being watched by his fellow captors. All they can do is keep watching.
Renbe is asleep when he gets a call from the Irishman, who warns that Kat is now at risk as well. The reporter goes to Kat's apartment and discovers that she's gagged and tied to a chair. He frees her and confirms that men in blue attacked her. Two of the men in blue barge in and take Mark captive, but Kat knocks them out from behind. As the duo flee down the stairs, their attacks open fire but Edick arrives and kills the two intruders.
Edick drives Kat and Renbe to the airport and warns that they're at risk as long as they remain in San Francisco. Renbe tries to calm down the hysterical Kat, but when that fails, Edick knocks her out and tells them that they're going to Rome.
As the captives eat breakfast at the Shanghai Palace, Bill wonders what they're going to do about Ericka. The others don't seem any reason for concern. Erika comes in from the kitchen, having head the entire conversation, and explains that the cooks will make anything they ask for. Janet comes in and Erika greets her, and it's clear that Erika is interested in her. Bill figures that they're involved and tries to take a piece of bacon from Erika's plate. She stabs him in the hand with a fork and he angrily leaves, warning that he'll be watching Erika.
Tom is watching on the monitors and figures that Erika is interested in Janet, and that Janet likes it. Joe is there and wants to know what Tom has heard from their superiors. Tom tells him he has, and that it's nothing Joe needs to know about. He warns Joe that they'll respond soon enough, and he needs to get back to work.
Janet and Erika look around the town and Erika is glad that she can now do whatever she wants whenever she wants. They split up and Erika goes back to the hotel, and discovers that the elevator isn't working. After a few tries, it opens and Joe comes out. They exchange looks and he goes on his way.
Bill asks Charlie for a meeting. The car salesman figures they're never going to escape and that he's going to be stuck with them. He's had enough with everyone's treatment of him and warns that he's not who they think he is. Bill is fed up with the way things are, and he's not going to take it any more.
Erika visits Janet and tells her about the incident with Joe at the elevator. She figures that he's a snitch and assures Janet she's going to keep watching him and get Janet's back.
In Rome, Kat and Renbe attend Victoria's funeral and watch as her father gives the eulogy. An Italian man, Stefano, gets up and accuses Franklin of ruining Victoria's life. The ambassador's men draw guns but Stefano has men of his own. Franklin calls upon all of them to put their guns down and everyone reluctantly backs off. Stefano and his men leave and Renbe goes after them, and Kat follows him. Stefano's blacksuits grab Renbe and Kat hastily apologizes, explaining in Italian that Renbe is her disturbed brother. They let Renbe go, and Kat says that she's going back to San Francisco. Renbe warns her that Stefano is the only lead they have.
Graham and Moira tell Charlie what they suspect about Charlie, but he doesn't see it as a cause for concern. Bill comes down in the elevator and informs them that he destroyed all the furniture in his room and he starts smashing objects in the lobby. He promises to fight the powers to be and take control over as much of his life as he can.
Joe gets in the elevator with Erika, and she stops the elevator between floors. She demands answers and he insists he's a normal guy and wonders how she showed up. Erika accuses him of trying to deflect attention from himself and warns that she isn't fooled. She tells Joe that she's got dibs on Janet and he should stay from her. Tom watches the exchange on the monitors.
Renbe and Kat try to pick up information on Stefano and discover he's a criminal. Stefano's blacksuits pick them up and take them away.
Janet and Joe leave the Shanghai Palace after supper, and Joe complains about indigestion. Janet admits that he doesn't say much and she has concerns about his innocence. He offers to tell her everything about him and she admits it would help. Janet asks him where they are, but before he can respond, he collapses in pain.
The captives take Joe to the hotel, and he insists he'll be fine. Erika accuses him of boozing it up and he insists he doesn't drink. Janet thinks there's something more at work, but Joe insists on going upstairs alone to rest. Once he's alone in the elevator, he tries to activate the sequence to the secret passage, but nothing happens. For a minute, nothing happens. Then the elevator goes up normally as the others watch from the lobby.
Stefano interrogates Renbe and Kat, but doesn't believe their story. Renbe insists that Victoria's disappearance is linked to Janet's, and explains about the men in blue. Unimpressed, Stefano point out that Renbe is a hack reporter for a tabloid and doesn't have any credibility. He wants to know why Renbe is pursing the case, and the reporter finally admits that Janet is his ex-wife. Kat suggests that Stefano look at the videos showing the two abductions.
Tom uses a secret passage to visit Joe in his room and give him some what. He admits that he's breaking protocol and doesn't know if the poisoning is their superiors' response. Joe accuses them of cowardice and Tom insists that the program is more important than any one life.
Stefano explains that he was in love with Victoria, and they planned to elope. When Franklin learned of their plans, Victoria disappeared. He's been tracking the blue men and warns that Franklin is capable of anything. Renbe and Kat figure that Franklin at least knows something, and they go to the embassy to check things out.
The others check on Joe and Moira concludes that he's been poisoned. Bill blames their captors, and Moira warns that they could find an antidote but the wrong one could make Joe worse. Janet insists on staying with Joe, but Moira warns that there's nothing she can do and Erika agrees. Janet remains there and Erika wonders if she's wrong about Joe being the snitch. She apologizes for causing Janet any grief, and insists that she just wanted to protect her. Janet insists she doesn't need protection from anyone.
Renbe and Kat pose as a priest and attend Victoria's funeral reception. The security chief notices the nervous Renbe, who hastily retreats. Kat realizes that the security men use key cards to get pass the scanners on Franklin's office. She stages a fainting attack so she can steal a card and slip it to Renbe. Renbe gets into Franklin's office and finds a photo of Janet, standing in front of the Shanghai Palace with Victoria and Joe. He hides when the security chief comes in, then slips away.
Moira mixes up two antidotes, but warns that either one could kill him. Erika suggests that Joe was poisoned with anti-freeze, something she recognizes from women who poisoned themselves in prison making moonshine from anti-freeze. She offers vodka as an antidote but wants to force Joe to confess he's the snitch. When Charlie objects, she kicks him in the groin and continues to demand answers from Joe. He finally admits that he's one of them, and Erika gives him the antidote. Bill tries to strangle him but Graham pulls him off, insisting they can still use Joe as a hostage, or for information.
As Kat and Renbe take a cab to the hospital, Renbe figures they can start searching for Chinese restaurants. Kat isn't interested with his obsession over Janet. Renbe responds by kissing her, but the cab driver gets out and they hear a ticking noise. The doors are locked but they manage to get out and clear just as the bomb explodes, destroying the cab.
Janet is there when Joe wakes up, recovering from the poison. He admits that he remembered what he told them earlier, and Janet insists she gave him plenty of opportunities to tell the truth. Joe insists that he lied to protect her, but she doesn't believe him. When he confirms that he's working with their captors, Janet slaps him and walks away.
Tom watches the entire exchange on the security cameras. He then spots Erika in her bathroom, and watches as she pours anti-freeze down the sink, smiling up at the camera in triumph.
