Joe shows Janet the hidden cameras he knows about and starts blacking them out, while Tom watches him and tries to get a clear feed on the other cameras Joe doesn't know about. Janet wonders why he let it continue and Joe insists that he kept her in the dark for her own protection. Janet wants him to get her out, but he warns that he's no longer one of them and he was kidnapped just like thousands of others. Joe insists they were doing it to do good, but she doesn't believe him and goes downstairs. She tells the others what Joe has told them, that Joe and others have been kidnapped for over 50 years. Joe comes down and tells them that the place was created by an organization devoted to peace and progress. They analyze data about the world's progress and make bets on people they believe will have a great influence. When Moira objects, Bill snaps at her and beats Joe when he tries to intervene. They pull Bill off, and Joe insists he's trying to help. Bill tells the others that they're all scum if they believe anything Bill says.
Joe goes to see Tom in the command center, who wonders why he's there. Tom says that he plans to say goodbye to Joe, and that their superiors may kill Joe, Tom, and the others if the program fails. He warns Joe that Janet will dump him once they get out, if they get out, and he has no plans to disobey. Joe admits Tom is the only person he trusts and leaves.
Bill is pouring drinks for everyone and proposes they use Joe as a hostage. Janet insists it won't work and Joe isn't the enemy. When Erika wonders if she's defending Joe out of love, Janet denies it and insists that they don't need to deal with Joe.
Charlie arranges a meeting with Joe at the Shanghai Palace. He admits his wife is dead and he didn't want to live. Being brought to the town has given him new life, and he offers Joe anything he wants if he'll get Charlie out of town. Joe just walks away.
In Rome, Renbe and Kat stop at a streetside café to discuss the fact someone tried to kill them. Kat wants to get to the bottom of things. They meet with Stefano and show him the photo of Tori and Janet with Joe outside of the Shanghai Palace. They try to match Joe's photo against the list of people kidnapped on the same day as Tori and Janet. The police arrive outside and Stefano gets Renbe and Kat out the back. He tells them to stay off the grid and gives them money. They split up and Stefano and his man get arrested by the police.
The power in town fluctuates and Janet goes downstairs to investigate. The Night Manager figures she might know what's going on. They hear screams and Janet goes to the outskirts of town. Bill and Erika are forcing Joe into the barrier, hoping the pain will cause him to give in and tell them how to escape. When Bill threatens to force Janet into the barrier, Erika stops him and shoves Janet out of the way when she tries to interfere. Joe insists he can't turn off the barrier, and proves it by standing up and walking deliberately into the barrier. He's horribly burned until Janet finally pulls him out. Bill and Erika agree to believe him for now, but warn that he's on a short leash.
Janet takes Joe to his hotel room where he tends to his burns and thanks her for rescuing him. She admits that she doesn't know who Joe is anymore, and he figures she knows she can trust him because she saved him. Janet says that she doesn't know why she saved him and leaves.
In Rome, Kat and Renbe try to escape but men chase them through a park. When the couple bump into a man in a wheelchair, the man and his nurse draw guns on them and take them away.
Joe tries to reach Tom via the monitors, asking for a chance to talk. When he gets no response, he blacks out the cameras. Once Joe leaves his room, Erika takes Janet to search it. Erika finds nothing but Janet discovers a sketch Joe has done of her. When Erika sees it, she figures Janet has hopes of being together with Joe, but Janet insists she has nothing to explain.
The reporters' captors take them to see Franklin. The ambassador warns them that they've stumbled into something too big to understand. He's been part of the organization for 30 years, and turned him from a nobody into an ambassador to Italy. The organization abducted Tori and Janet, and many others, and have people planted everywhere. Franklin believed in what they were doing until they killed Tori, and the organization will have him killed if they realize he's up to something. When Renbe and Kat insist they're going to continue their investigation, he thanks them and directs them to the only person to survive the program: Dr. Angela Barragan, working at a hospital in San Nicasio in South America. When Franklin leaves, Renbe figures they're heading to South America.
Janet finds a secret compartment in Joe's nightstand, a compartment that contains detailed and confidential files on her and the others.
Tom receives a memo on Joe, and watches on the monitors as Bill, Graham, and Janet take Joe to the jail cell. Once they lock him in, Janet agrees to uncuff him but refuses to let him explain his side of the story.
Back at the hotel, they discover Erika going through the files. Graham and Janet go to find the others, and Bill hurriedly reads his file. It shows that he ran a halfway house for parolees, and Bill insists that he did nothing wrong. Erika points out that he blackmailed his clients, and agrees not to tell if he'll do her a favor in the future. As he leaves, Moira reads her file and admits that it makes her life look like a series of failures. Erika tells her that she read Graham's file and whispers part of what she read. Before she can finish, Graham arrives with Charlie. Moira looks at Graham and goes outside, where he asks what's wrong. She asks him if he killed people for money and he admits that he did, and she walks away.
Charlie brings Joe a Cherry Coke and says that he believes he's telling the truth. He frees Joe and they go out on the street, but Tom confronts them and orders Charlie to go on. As Charlie leaves, Tom takes Joe to his office to red-card him. He says that the program saved his life, and Joe admits that he was incredibly optimistic and eager to change the world. Now he is going to kill Joe on orders. Tom admits he placed the dossiers and Charlie secretly overhears him as Tom accuses Joe of giving up the program for Janet. He follows Tom and Joe as they go into the Shanghai Palace. When Charlie tries to attack him, Tom shoots him in the leg. Once Joe stabilizes him, he asks Tom to write to his mother and tell him he died in an accident. As they go through the kitchen, Janet sneaks in and throws hot oil in Tom's face. He falls screaming onto the stove and is set on fire. Joe puts the fire out with an extinguisher, but it's too late for his friend.
As Kat and Renbe prepare to leave Rome by the plane, airport security takes them away.
The others arrive and take Charlie to the hotel to recuperate. After Graham makes him secure, he gets Moira to hear him out. He explains that a bombmaker killed three friends on his squad without leaving a trace. A contractor then offered $100,000 to Graham to eliminate the bombmaker. Graham killed the man, but it turned out the man was an accountant and whistleblower against the contractor's company, and had a family. After that, Graham snapped and ended up in the town.
After they're strip searched, Kat and Renbe hear from Stefano, who gives them instructions on how to get on the plane without further trouble. As they board, they're unaware that Stefano is in the forward cabin.
Joe and Janet go to Joe's room, and discover the files are gone. Charlie has told her that Tom confessed to planting the files, and that Joe disobeyed orders for her. When he complains of back pains, Joe goes into the bathroom to run some hot water to soak a towel. As he sits in the next room, Janet talks about how her daughter will be scarred by her mother's disappearance. She admits that she doesn't hate Joe despite his involvement. He figures that with Tom's death, they might be able to get out but it will be difficult and risky. She thinks about it and remembers her daughter. However, when she goes into the bathroom, she discovers that Joe has disappeared.
