In South America, Kat and Renbe walk into the seemingly deserted America small town. They spot the Shanghai Palace and recognize it from the photo, and go inside. They hear noises in the back and watch as the Chinese cook staff leave in a van.
Janet comes to visit Joe in his room and he admits that he remembers everything. She doesn't want to talk about it, but Joe insists that everyone is in danger and he's responsible. Joe warns her that their captors will take serious action and goes to warn the others. However, they are no longer interested in hearing him out. Liam Ulrich arrives and introduces himself as the new manager, and goes to secure the stairs. He greets Joe personally and says that it's been a long time. Once Ulrich leaves, Joe admits that he thought Ulrich was dead, because he killed him.
Later, Ulrich informs them that the management is making modifications, but he can't tell them what. Joe asks if they plan to flush the town, but Ulrich assures them that there is no cause for concern. However, they are to be confined to the hotel floor, and he seals the shutters. Ulrich then tells them that they have each received a complimentary gift, and they should call upon room service. Once he goes, Joe explains that he shot Ulrich through the chest three times and gave him his last rites. They realize he's a priest, and Joe explains he was in the same scenario as Janet. He was given the chance to kill his neighbor in return for his freedom and chose it. Joe explains that if their captors feel the scenario has become corrupted, they will terminate everyone there.
The men in blue arrive at the South American village and begin going through the buildings. Kat and Renbe hide and watch as the men take out body bags.
Each of the prisoners finds a present in their room. Graham receives a leather belt. Moira receives a scarf. Erika receives a poster of her son Anton running for class president. Charlie gets a newspaper, and Bill gets an old football and an obituary article concerning his high school football coach. Charlie reads the newspaper, which has an article talking about how he's under investigation for embezzlement by the SEC. However, the story is continued on another page and the rest o the newspaper is missing. Charlie yells at the cameras and demands to know where the rest of the paper is.
Charlie storms into Bill's room and wonders why he has a football. Bill explains that he was fat as a child, and his father forced him to join the football team. The coach made his life a living hell, but Bill ended up making a winning play and was awarded the game ball. The football is the game ball, which Bill lost a long time ago. Touched, Charlie tells Bill he's not such a doughnut hole after all.
Janet discovers that her gift is her childhood stuffed bunny. Joe finds his old Bible, filled with photos of his time in South America. Among them is a photo of a young girl. Ulrich comes in and says the Bible is to remind him of who he is. Joe admits he's glad to see him alive and well, but Ulrich is surprised at his sentiment. He tells Joe he's there to watch Janet, and the Director has a great interest in her. Ulrich warns Joe that if he interferes, he'll kill him.
Janet comes to see Bill and admits she can't figure him out. He explains that he was taken in the middle of Communion and had lost his way a long time ago because he couldn't live up to his vows of obedience. She's more interested in his vows of celibacy. Ulrich arrives with South American food and says that Gabriella, a young girl in South America, used to make it. Angry, Janet walks out, wondering if Joe can be straight about anything. Ulrich claims he's just trying to be of service.
Renbe and Kat watch as the men in blue remove people in the body bag from the hotel in body bags. Kat figures she's going to die there, but Renbe assures her that he'll get her out.
Ulrich brings food for Bill, who wonders if it's his last meal. The manager assures him that they believe Bill has great potential. As Ulrich goes, Bill asks him to find the rest of the newspaper for Charlie.
Moira goes to Graham's room and shows him the scarf. He shows her the belt and explains that his mother used to beat him with it. When he was 14, he took it and beat her back, and then ran away and threw it in the river.
Erika calls in Ulrich and warns him that she can't be bought. He tells her that Anton is doing great because he's her son, and calls her Teresa Randolph. Ulrich assures her that he won't tell the others that Erika was her cellmate, and tells her to enjoy her second chance at life. He then goes to see Charlie and give him the rest of the newspaper. Charlie is surprised to learn that Bill brought it to Ulrich's attention. As Charlie goes through the article, Ulrich comment that some people resented Charlie because he married Charlotte to get into the business. Charlie insists that he loved Charlotte and expanded the business beyond her father's wildest dreams. He then finds the article, which reveals that he's been cleared. Ulrich hints that the management covered up evidence against Charlie, and Charlie thanks him. He also asks Ulrich to thank Bill for him.
Janet returns to her room and finds Ulrich waiting with a meal. The television turns on and shows a tape of a young Janet running into her closet with her stuffed animal and hiding as her parents argue. Ulrich assures her that the management has been watching her for a long time and they believe in her. He then goes to his office and checks to make sure everyone has passed out from the drugged food. He calls the Director and assures her it will be fast and painless.
Kat and Renbe watch as the men remove the body bags from the hotel and take them to the bank. Renbe can't resist going to investigate. Kat follows him over and they find seven corpses stored in the vault. They check them out and find people they don't recognize. Janet and Victoria aren't among them. Kat discovers that one corpse is missing its thumb. Checking, they discover that the others are also missing their right thumbs.
Ulrich checks on the sleeping Janet and assures her that the management has big plans for her.
Renbe opens another bag, and the person inside attacks him. After a brief struggle, they realize that it's Stefano. He explains that he followed them there, got to the town, and took the right thumbs so he had evidence to take to the authorities.
The next morning, everyone wake sup, Bill comes to see Charlie and they admire the new morning. Bill says he's been jogging and Charlie offers to join him. He admits that his wounded leg is much better since he woke up. They go down to breakfast together.
Joe runs to Janet's room and discovers that she's gone and Ulrich is making up the bed. Ulrich is amused that Joe is playing at being a hero, and failed with Gabriella, and then tells Joe Janet is at breakfast with the others.
At the Shanghai Palace, Janet tries to apologize to Erika for hitting her. Erika isn't impressed and warns that Janet chose Joe over the rest of them. Janet admits that was a mistake and Erika invites her to sit down. Joe runs in and Erika refuses to pay him much attention. She warns him that he keeps holding back and that she figures Joe's one of them no matter what he does. Janet tells him to let her finish her breakfast in peace and he leaves.
The men in blue return to the town and begin searching. Renbe, Kat, and Stefano knock out a few of them and take their jeep, and drive out of town. The men in blue pursue them.
In the town square, Moira tells Graham that the scarf belonged to her mother, and her father was a pastor who molested her as a child. Her mother merely stood and watched. Moira admits that she used the scarf to strangle both of them in their sleep. Graham embraces her and assures her that they don't have to run from their pasts anymore. He hugs her and the scarf blows away.
As Renbe drives, Stefano tells him where to find his car and gives them the thumbs. He then jumps out to buy them time. The men in blue quickly taser him unconscious and take him away.
Ulrich informs Janet that she has a call and goes to his office. She takes the call and discovers that it's her mother, Eleanor. Eleanor is surprisingly glad to hear from her and wonders what she can do. After Janet tells her to call the police, Eleanor apologizes for all the horrible things she did to her as a child. The line goes dead and Ulrich comes out. Janet realizes that he's been listening in, and figures the call was a fake. He assures her that it was real, and that Eleanor is different because Janet has changed. He tells her that he'll always be there for her.
Ulrich returns to his office and the Director contacts him. She realizes that Janet has gotten to him as well, but Ulrich insists that he's totally objective. He figures that Joe will self-destruct, but the Director reminds him that Joe is as important as any other participant. She warns him to leave his personal feelings out of the procedure. Once she cuts the signal, Ulrich leans forward and touches the image of Janet on his monitor screen.
