Pokémon: Riding the Winds of Change!

Ash and friends stop to have lunch in a city while Ash continues to train Turtwig to master the move Energy Ball. They are suddenly interrupted by a group of Gligar and a Gliscor who swoop down on them and steal all of their food. While trying to decide what to do, Paul appears and scares the hoard off, revealing that he wants to capture Gliscor. Ash, Dawn, and Brock then run into Nurse Joy and Officer Jenny who reveal that Gliscor was trapped in the city due to recently strong winds, and its attempts at using sonar to escape attracted a group of Gligar. Ash, Dawn, and Brock agree to help them get the group of pokémon back to the forest. Meanwhile, Team Rocket is planning a way to capture the pokémon, while Paul plots on how to capture Gliscor, and Ash has a few encounters with a awkward Gligar.

Recap

While Ash and co. continue their journey towards Veilstone City, they have come across another city. They have stopped off at a park where Ash is doing some training. Turtwig is practicing its Energy Ball move again. The move has improved a lot since they last used it. The Energy Ball is now able to last the whole way before it explodes. Ash wants Turtwig to hit the tree with its Energy Ball. Unfortunately, Turtwig's accuracy needs improving, so the Energy Ball misses. Dawn and Brock have noticed the improvement in the Energy Ball. Now Turtwig has to learn how to control it...

Paul captures a Gliscor and Ash captures a Gligar.

Turtwig masters Energy Ball.

In Kanto, Ash filled his party with Squirtle two episodes before he first met Lt. Surge, Kanto's third Gym Leader. In this episode, he captures Gligar, while in Lost Leader Strategy! he met Maylene, Sinnoh's third Gym Leader. Another parallel is that both Squirtle and Gligar were part of a group of Pokémon of their same species that caused trouble in a town. Both of them also voluntarily followed Ash.

This is Paul's Weavile's first appearance since Top-Down Training!.

The featured town is apparently located on Route 215, which is one of the routes where wild Gligar appear in Pokémon Diamond and Pearl via the dongle method.

This is the fourth time that Ash and one of his rivals have caught a Pokémon of the same type of species, the first being both Ash and Gary owning a Krabby. The second time was Ash and Tyson each having a Sceptile, though not at the same time. The third was for a very short time, with Ash and Paul having Starly.

It also marks the first time that Ash had two Flying-types in the same party since Pallet Party Panic, when he released Pidgeot.

This episode first aired in the US in the same week as the episode in which Gligar evolved, first aired in Japan.

A reference to the the fanbase's negative response to Brock was made in this episode. James mentions that Brock doesn't do anything when Brock mentions that the attack didn't affect the cages at all.

Episode Goofs
The episode features many Electric-type moves used against Ground-type Pokémon with visible effect (Pikachu's Thunderbolt and Electabuzz's ThunderPunch). Ground-types like Gligar and Gliscor are immune to them.

In one scene where Nurse Joy is looking at her laptop, her hat is colored the same has her hair.
