Shift into Turbo (1) - Recap

While Tommy is working on his uncle's stock car crew, the other rangers prepare for graduation. After Justin takes a placement test and appears to do well, he helps the rangers to fill Rocky in on how they defeated Divatox.
Elsewhere, Divatox gathers her army and heads to Earth. When she sees that the rangers are graduating, she comes up with the idea to destroy the local power plant to disrupt the graduation. Meanwhile Bulk and Skull are sent to the power plant and are seen by Elgar, who turns them into chimps! As Elgar plants a bomb, Bulk and Skull try using their police radio, but are ignored because they can only make chimp sounds. However, the Power Chamber receives the transmission, and Justin goes to the power plant. He finds the chimps and then sees Elgar. When Bulk and Skull then run off to go to Ernie's, Elgar notices Justin and they begin fighting.
