The episode begins with Nora, Monroe’s captive. A guard tosses a package her way. Inside, is a white dress that she is instructed to put on. She is going to dinner with Monroe. He pours her a drink and tries to be friendly. She is cold. Monroe cracks a joke about always being jealous of the things Miles had, implying that Nora now belongs to Miles. He asks her where Miles is and she tries to hit him with a liquor bottle, but misses. He then reminds her that he tried to be nice. Elsewhere, Nora is being tortured. She is beaten, water-boarded, and drugged. It goes on and on over 21 days.
They keep on asking her the same question, “Where is Miles Matheson?” Finally, Nora breaks and begins telling them where Miles is. They ask if Rachel is with Miles and Nora tells them that Rachel is in Colorado, going after The Tower. Monroe calls Randall Flynn to see him. Monroe asks Randall about the Tower, but Randall lies and says it is not important. Monroe knows he is lying because the scientist, Sanborn, has told Monroe all about The Tower. So, Monroe orders his soldiers to kill Randall. Before they can, Randall points out that he is the only person who can get Monroe into The Tower. He explains that The Tower is filled with all sorts of powerful weapons, things the President didn’t even know about. Monroe and Randall head to The Tower.
Sanborn approaches Nora with a deadly drug. He says he has orders to kill her. He injects her with the drug. Rachel and Aaron pass a sign indicating they are entering Colorado. In Atlanta, capital of the Georgia Federation, things are in chaos. Monroe’s troops are approaching and Miles’ only plan is to point all the Georgia weapons toward Philly and hope that Rachel gets the power back on in time for him to fire the weapons at Monroe’s headquarters there. As for Jason and Charlie, the new couple, they are talking about heading to Texas, where things should be safer. They kiss and as they do, Jason sees someone watching them suspiciously. Sanborn is driving a car.
He has a still alive Nora in the back. He is bringing her to Georgia. In a Georgia hospital, Miles goes to visit Nora. She tells him that she told Monroe everything. Miles goes to question Sanborn. He doesn’t believe that Sanborn is there out of the goodness of his heart. Sanborn explains that he got sick of doing horrible things for Monroe. He tells Miles that Monroe is going after Rachel and has brought an army with him. Miles asks Sanborn if he knows where the Tower is. When Sanborn says yes, Miles asks Sanborn to take him there. Miles is going to use the power amplifier that Sanborn brought to power a helicopter and go to find The Tower. Sanborn, Tom Neville, Miles, Jason, and Charlie are all going too.
Monroe, Randall, and his soldiers arrive at The Tower, which is not a tower at all; it is a small building on the surface but goes far, far down into the ground, a half a mile down. Randall tries to open it up, but it does not recognize his hand print identification. Monroe is growing impatient and Randall is worried. Inside The Tower, some unidentified people are watching everything through a closed-circuit TV monitor. As the helicopter flies toward Colorado, Jason recalls the suspicious man he saw back in Georgia. The man was also a former Monroe Militia member. He said he has a job for Jason. The helicopter lands to refuel. Sanborn is acting strangely. He walks past Nora and makes a gesture at her with his finger to his lips.
Nora seems confused, almost like she is still drugged. A few moments later, Miles and Charlie discover that their helicopter pilot has been killed, probably by some folks from the Plains Nation. They look at the helicopter engine and it has been tampered with. Miles says he can fly the copter and Nora can fix it. He goes off to find the Plains Nation bandits who are stalking them. Rachel and Aaron reach The Tower, but see Monroe and his men camped out there. Rachel hands Aaron the book that has all the information on The Tower. She says the book can unlock the door. She tells Aaron that she is going to kill Monroe tonight and, in the chaos, there will be time for Aaron to get in. She is determined to get her revenge on Monroe, even if it costs her life.
Miles and Charlie are looking for the Plains bandits, but Charlie is suspicious. She says it just does not add up that a local would be doing this. Just then, they find one of Miles’ men with his throat cut. He is able to tell Miles that it wasn’t a Plains National bandit. Miles know knows that one of the people he brought with him is a killer. Miles gathers everyone around and tells them that one of them is a killer. He realizes that Nora is missing. Miles collects everyone’s weapons, so no one is armed. Everyone is suspicious of each other now. Miles leaves to look for Nora and tells them all to keep an eye on each other.
He finds Nora outside, laying face down on the ground. She still seems drugged and remembers nothing. Tom thinks Nora might be the killer. Sanborn says the drugs he had been giving her would cause paranoia and hallucinations. Nora agrees that she could be the killer. Miles refuses to accept that. He says he knows how to find out who the killer is. He starts looking through everyone’s stuff. At that moment, Jason finds a blade in his pocket covered in blood. He says that it’s not his. He says someone must have put it in his pocket. Jason pleads with Charlie to believe him. She is suspicious and remarks about the Militia man that Jason was talking to in Georgia.
Jason tries to explain, but Miles does not believe him. Miles goes for his gun and Jason runs away, with Miles in pursuit. As everyone watches Miles and Jason, Sanborn grabs the bloody switchblade. Miles is hunting for Jason and Sanborn approaches him. He shows Miles the switchblade, which has markings on it that indicate it, belongs to Miles’ friend Jim Hudson. At just that moment, Jim attacks, shooting Sanborn. He explains to Miles that the Militia has taken his wife and that they will kill her. He and Miles circle each other, talking about all Jim gave up and how he betrayed everyone. They start beating on each other, but Jim gets the upper hand. He is beating Miles badly when Jason comes up with a gun and shoots Jim dead. Nora is fixing the copter.
She thanks Miles for trusting her, when she did not even trust herself. Charlie tries to apologize to Jason for not trusting him. He is upset though. Outside the Tower, Rachel approaches Monroe’s tent. She has killed a soldier and taken his uniform. She has a hand grenade with her. She walks into the tent and pulls the grenade pin. Monroe is calm and asks Rachel to not do anything rash. Rachel releases the pin. The episode ends at this point.
