Rodney's loves to play practical jokes on his favorite holiday, Halloween. He also loves the costumes, and this year he's trying to win the contest at the Blue Goose.
The first prank of the day is played on Trina. As she starts to make breakfast, she's suspicious of everything she touches. When the phone rings, she picks it up as usual and - *POOF* - a cloud of flour comes out and onto her face.
Trina is intent on getting Rodney back, and as a decoy prank she loosens the screws on the piano bench and tells the boys not to tell. Once she and the boys leave to go trick-or-treating, Barry comes over. The two are dressed in matching blue goose costumes. When Rodney offers Barry a beer, Barry tells him he's out. The two then go on a beer run.
On the way back, they pass a construction site and Barry tells Rodney to pull in. Gerald Bob's police cruiser is in the parking lot and he's in the porta-potty. The two pin the door and begin to beat the outside with boards. They leave and go back to Rodney's house. Charlie is there waiting to see where Trina and the boys have gone. She tells them the chief of police is in the hospital because he got his foot stuck in a porta-potty vent trying to escape when it rolled down a hill.
Rodney and Barry begin to panic, and shortly after Gerald Bob pulls up in his cruiser. He asks the two if they know anything and says the chief may need to have a toe amputated. When he leaves, Barry realizes he lost the beak to his costume. Rodney tells him he's going to come clean. While being interrogated, he asks to make a phone call. When he starts to dial - *POOF* - flour comes out of the receiver and onto his face. The entire porta-potty event was prank by Trina to get back at Rodney for the years of practical jokes.
