The boys win a candy shopping spree in a drawing, but there's one problem, they gave the ticket stub to Kenny before he died! They go to Kenny's house and see that the McCormicks had Kenny cremated (thought none of the boys understand what this means). They open the urn to find just black powder. Cartman believes it to be chocolate milk mix and puts it in milk and drinks it.
In order to get the ticket, the boys decide to build a ladder to heaven so they can reach Kenny. When questioned about why they are building the ladder, the boys simply say to see Kenny again and neglect to mention the fact that they merely want to get their candy shopping spree. All of the adults in town are deeply touched by this, and soon all of America gets behind the boys. Soon the boys announce to everyone that they've run out of materials to build the ladder with. The adults decide to tell them that they're never actually going to reach heaven but then the US military shows up and vows to help the boys finish the ladder. The military only wants the boys to finish the ladder because the Japanese have begun building a similar ladder and the military wants to reach heaven first.
Meanwhile, a General informs the President that suspicious photos were taken in the clouds and these photos suggest that Saddam Hussein is builiding weapons of mass destruction in heaven. The US government decides to bomb heaven.
Cartman starts channelling Kenny, as a result of drinking his ashes, and the adults try to get the boys back to their lives. The boys express their urgency to see Kenny, but they are again told he has been cremated, but when Mrs. McCormick opens the urn, it's filled with kitty litter. Cartman admits to drinking the "chocolate milk mix" and then replacing it with kitty litter. He now realizes why he has been channelling Kenny recently. During one of Cartman's "Kenny memories," he sees where Kenny put the ticket. The boys get their shopping spree, and return to the ladder telling everyone that they no longer need to see Kenny because they found their ticket. The adults are shocked that it was all about candy.
The Japanese seem to have reached heaven with their ladder, however it is clearly fake and set in a studio. God asks Saddam about the WMDs in heaven, and Saddam replies that his factory is nothing but a chocolate chip factory, not a chemical weapons factory. God buys it, to which Saddam murmurs, "stupid asshole."
