Norman Osborn is one of the richest citizens of New York. Having created the flourishing Oscorp Industries, he's made tons of money. He is the father to Harry Osborn, though he often neglects his child due to the importance of his work.
When in an about-to-explode Oscorp building, Norman Osborn sees his costume and weapons made for The Hobgoblin, but in purple and green. He puts them on, and gasses himself in the Green Goblin gas, which turns himself into the Green Goblin. He then uses the weapons to escape, free from harm.
The Green Goblin is no longer Norman Osborn. He is a completely different person, who seeks revenge upon all of Norman Osborn's business partners who've threatened to kick them out of their business group.
