  Episode Summary
Stardate Unknown: A Bajoran vessel, under attack from a Cardassian warship, sends out a distress call to Deep Space Nine. The station's crew is able to beam the lone Bajoran aboard. Major Kira recognizes the man as an old friend named Tahna, who is a member of the Kohn-Ma, the Bajoran resistance. He requests political asylum, and Commander Sisko allows both the Bajoran and the Cardassians aboard the warship to stay on DS9 while he considers his decision on the Bajoran's request. Meanwhile, Doctor Julian Bashir becomes acquainted with the DS9 clothier Garak, the sole permanent Cardassian resident on the station, and Odo has his hands full with the Duras sisters.

  Episode Quotes
Julian: (referring to Garak's friendliness) You're very kind, Mr. Garak.
Garak: Oh, it's just Garak. Plain, simple (with Julian) Garak.

Odo: (referring to the Duras sisters) Why don't I...lock them up and call the Klingons to come get them?
Benjamin: Odo.
Odo: If they're enemies of the Klingon High Council.
Benjamin: They haven't broken any laws here. You can't just throw them in jail.
Odo: You know, Cardassian rule may have been oppressive, but at least it was...simple.

Julian: (enters Quark's) And how are you this evening, Mr. Garak. (Garak points a finger at him) Excuse me. Just plain, simple Garak, you said.
Garak: Plain...and simple.

  Cultural References
"Past Prologue": The Tempest
The episode's title is a reference to Antonio's line from Act II, Scene i, Line 279 from William Shakespeare's final play, The Tempest: "And by the destiny to perform an act/Whereof what's past is prologue, what to come/In yours and my discharge." The line of Antonio's, spoken to Sebastian, means that all that has come before will shape what is to come later. More information about the play and act can be found at Shakespeare Online.

Runabouts
The new Danube-class Runabout featured in this episode, the third shown so far in the series, is dubbed the Ganges (The Rio Grande and the Yangtzee Kiang were first seen in "Emissary"). The Ganges is named for the largest river in India. More information on the Ganges River can be found here.

The Duras Sisters: Star Trek: The Next Generation
Making their return to the Star Trek Universe, the Duras Sisters (Lursa and B'Etor) come out from hiding after their previous encounters with the Federation. They were first seen trying to prop up their nephew, Toral, as the next Chancellor of the Klingon Empire in the Star Trek: The Next Generation story arc "Redemption". Later, they would appear in the TNG season seven episode "Firstborn".
