The continuing war with the Dominion begins to strain relations between the Klingons and the Romulans. Meanwhile, the Federation is more than happy to accomodate their new Romulan friends. However, some within the Federation are not happy about this. One of them is Luthor Sloan, Director of Section 31. Reaching out to his newest recruit, he assigns Doctor Julian Bashir to a clandestine mission.

The U.S.S. Bellerophon, the ship that takes Doctor Bashir to the conference, is the first Intrepid-class vessel seen in the Star Trek Universe since the U.S.S. Voyager made its debut at Deep Space Nine in Star Trek: Voyager.

Stellar Cartography
In his first talk with Julian, Sloan says that with the Dominion war over, there would be two powers left, "to vie for control of the Quadrant:" the Romulan Star Empire and the Federation. However, there are actually two quadrants at stake. According to the atlas Star Trek: Star Charts by Geoffrey Mandel, the Romulan Star Empire lies completely within the Beta Quadrant while the Federation spans both quadrants, with Earth as the border between the two sections of the galaxy.
 
Continuity
When Admiral Ross tells Bashir that having Sloan confined to his quarters may not help, his left arm is resting on the chair he is sitting in and his hands are placed on the table in front of him. The scene then shifts to Bashir for a moment, and the scene after shows Ross leaning foward, with both arms resting on the table in front of his chair. There had been no time given for the Admiral to make such a move.
