A tragic incident shakes human-Vulcan relations to the core when a bomb is set off in a protected area of the United Earth Embassy that claims 43 lives, including that of Admiral Forrest. The bomb detonated just before the High Command may have been announcing its intent to conduct joint missions with Starfleet. In the throes of the blast, Forrest actually saved the life of an extremely grateful Soval. As Enterprise is called to Vulcan after the tragedy, Soval comes aboard the ship with the head of the Vulcan High Command, Administrator V'Las, and his security chief, Stel. With the embassy officially on Earth soil, Captain Jonathan Archer is to handle the official investigation. The initial research from the bomb fragments that Mayweather and Reed extricate finds the DNA fingerprint of a Vulcan, T'Pau. She is a member of the Syrrannites, a zealous Vulcan sect that believes in — among other Vulcan taboos — the practice of mind-melding. Syrrannites follow a corrupted form of the teachings of Surak, the father of Vulcan logic who is considered the most important Vulcan who ever lived. A wanted man named Syrran is the sect's current leader. With a Syrrannite now suspected, V'Las announces that Vulcans will take over the investigation.

Ambassador Soval: Because, there is one species you remind us of.
Admiral Forrest: Vulcans. | Ambassador Soval: There are those on the High Command who wonder what humans would achieve in the century to come and they don't like the answer.
Admiral Forrest: We're not the Klingons. We only want to be your partners, to do what the nations of Earth have learned to do: to work together in common cause. | Malcolm: (to Travis; referring to a potentially live bomb) Look on the bright side. If it detonates, we'll never know. | Ambassador Soval: It makes no sense to think the Syrranites are responsible for this...outrage.
Captain Archer: We have DNA evidence.
Ambassador Soval: Recheck everything, Captain. Question everything. And don't let them keep you on Enterprise. The answers you need are on Vulcan. And however far you have to take this investigation, you have my support. | T'Pol: He brought logic to Vulcan in an age we call the Time of Awakening but his writings from that period no longer exist.
Captain Archer: There must be some record of it.
T'Pol: Over the centuries, his followers made copies of his teachings.
Captain Archer: (laughs slightly) Let me guess: with the originals lost, whatever is left is open to interpretation.
T'Pol: You find this amusing.
Captain Archer: I find it familiar. | Captain Archer: Porthos doesn't try and eat me when I'm late with his dinner.
T'Pol: Vulcan children are never late with their sehlat's dinner.
Captain Archer: I can believe that! | Dr. Phlox: Though T'Pau's current age is 32 standard years, her DNA recovered from the bomb has an age of only a few months.
Trip: They used the DNA they sampled when she was registered as a baby...
Dr. Phlox: Precisely. The evidence implicating T'Pau is false.
Malcolm: Captain Archer's gone after the wrong person!
Trip: And there's no way to get word to him. | Captain Archer: You'd better protect your eyes from the glare.
T'Pol: My inner eyelids will protect my vision. My species evolved on this planet. | Arev: Vulcans do not lie.
Captain Archer: I've dealt with the High Command. Vulcans can lie and cheat with the best of them. | Ambassador Soval: Evidence will solve this crime, not mind melds.
Dr. Phlox: What evidence? The DNA on the bomb was planted!
Ambassador Soval: You can prove that?!
Dr. Phlox: I can.
Trip: Ambassador, I don't know what kind of pull it takes to mess with DNA records on Vulcan but I think we're looking at a deliberate attempt to hide the truth.
Ambassador Soval: You're suggesting a conspiracy...
Dr. Phlox: One that cost 43 innocent lives.
Trip: Aren't they worth a little risk?
Ambassador Soval: The needs of the many...I can perform the meld. | Stel: A witness?
Ambassador Soval: The guard recognised the person who brought in the bomb we found in the rubble...
Stel: The Syrranite woman. T'Pau...
