Stardate 41723.9 A Ferengi captain, Bok, offers to return the Starfleet vessel Stargazer, the ship which was Captain Picard's first command. Strangely, Bok asks for no compensation for the vessel which Captain Picard had abandoned during the battle of Maxia. However, Bok’s ulterior motive is revenge on Picard for the death of his son during that battle. Bok tells the crew that the Stargazer’s log show that Picard really fired on an unarmed Ferengi ship in the famous “Battle of Maxia.”
Bok has also planted a mind control device on the Stargazer. The device causes Picard, after he beams back to the Stargazer, to believe he is back fighting the battle of Maxia, and believing the Enterprise is the opposing Ferengi vessel.

*Captain's Log, Stardate 41723.9. In response to a Starfleet order we are in the Xendi Sabu star system having rendezvoused with a Ferengi vessel which has requested a meeting. Although we arrived here and made appropriate signals to the Ferengi three days ago they have so far responded only with the message, "Stand by, Enterprise."
*Captain's Log, supplemental. Bok and his officers have returned to their vessel inviting us now to officially take possession of the Stargazer.
Data: A tug will rendezvous with us and tow the Stargazer back to Xindi Starbase Nine.
The Xindi will be used "later on" in Star Trek: Enterprise as a running nemesis, much as the Klingons were to the original Star Trek, and the Ferengi were originally intended to be for ST:TNG.
ST:E, of course, is set well over 100 years before the events of ST:TNG, and thus represents a time before they had become members of the Federation, indeed, when The Federation was a newly minted entity.
