Data also finds a reluctance to his taking over as captain of one of the blockade ships among the crew of that ship he is sent to command, as part of the Federation’s effort.

*Captain's log, Stardate 45020.4. We have arrived at Starbase 234, where I have taken the opportunity to make a proposal to Fleet Admiral Shanthi.
*Captain's log, Stardate 45021.3. Convincing Starfleet Command to establish a blockade was relatively painless. Implementing that plan is proving more troublesome.
*Captain's Personal Log, Stardate 45025.4. It is with a profound sense of relief that I have ordered the fleet back to Federation territory following the Romulan withdrawal and the news of Gowron's victory. We have arrived at the Klingon Homeworld where I will present the High Council with a full report on our encounter with the Romulans.

This is the final episode of the series in which Captain Picard is heard to record a personal log entry.

Cultural References
Picard: You will take the Akagi and the Hornet to this position...
Picard: The Enterprise and the Tiananmen will...

The Akagi and the Hornet were aircraft carriers of distinction in WWII, for the Japanese and for the USA, respectively. Both were involved in the key Battle of Midway, and the Akagi was damaged so severely in that fight that she was sunk by her crew as they abandoned ship. The Akagi was also one of the ships which were used in the attack on Pearl Harbor which began US involvement in the War. The Hornet, has a distinction of its own, in addition to its excellent service at Midway, in that it served as the launch platform for the largely symbolic Doolitle Raid on mainland Japan, which showed that America, while it had been given a bloody nose by the Japanese at Pearl, still had no intention of standing down meekly.

Tiananmen Square was, in 1989, the site of a mass protest of the Chinese people against their government. It was brutally suppressed with tanks and military weaponry, and resulted in a massacre that killed somewhere between 400 and 800 of the protesters by one estimate, but some estimates are much larger, in the 5000-10000 range. That event would have been fresh in the minds of the writers of this episode.
