Mexican drug lord Tony Mendoza is returning to California. However, before he reveals himself to the other crime bosses, he extracts revenge on the DA that kicked him out of the country. He kidnaps the DA and gives him shock treatments and reduces his mental capacity to that of a 6 years old. Daphne Delgado, his assistant calls in the mysterious man known only as Ray to get to the bottom of it.
