Before season 2 even started, it was said that season 2 would step up to 16 episodes this season as opposed to 12 in season 1, and now I find out that there are only 10 episodes in season 2? What gives?

USA Network likes to splits their seasons into two parts. I am guessing the last six episodes will air a few months later, maybe when the broadcast network shows take a hiatus for the holidays.
