When Bruno Mannheim's Intergang is thwarted by Superman, the Metropolis media are speculating whether the police are merely a clean-up crew for the Man of Steel, and if they're even effective at preventing crime. When the mysterious Kanto arrives with gifts of advanced, other-world weaponry, Mannheim doesn't look the gift horse in the mouth. Instead, he immediately sets out to plunder the city; using these phenomenal weapons to deal with Superman once and for all, is simply the icing on the cake.
