In hopes of being able to protect the city without the help of Superman, the S.C.U. has created a new military device that should be able to save the day. However, when the test pilot finds himself being absorbed into the device, and the device begins to act on its own, it begins to hunt down known criminals even if it puts civilians in harm’s way. Now, Superman must try to destroy the device without harming the innocent test pilot.
