April is doing a report on mysterious break-ins which are supposedly done by ninjas, since the ropes left behind at the crime scene have a large tag that says "made in Japan." The items stolen are all high-tech. After finishing up her report, April decides to wait for robbery to occur so she can get the story, while Vernon is concerned about the million-dollar equipment in the van which will attract thieves. No sooner does a gang show up, threatening April to stick to covering "fashion shows"; April accepts, but the thugs don't believe her, and try to kill her. April escapes into the sewer, where they follow her. About to kill April, the Teenage Mutant Ninja Turtles arrive, where they stop the thugs. When April goes to thank them, she realizes that they aren't human, but rather turtles. She faints. She comes to in the Turtles' lair, where she sees Splinter. Almost fainting again, Donatello wakes her up. April asks where they came from, so Splinter explains their origin. When he is finished, April believes they committed the robberies, and wants to do a story on them; the turtles forbid it.
While thinking of something to do with April that will prevent her from reporting about them, they decide to check out the spot where they battled the gang. They find a matchbook with the sign of "Ninja Pizzeria." They decide to check it out, where they order a pizza (one for each turtle), while April goes to investigate next door. She spots a security business for scientific companies, where the people who provide security are the very ones who rob their employers. April tries to report this news to Channel 6, where she is kidnapped.
The Turtles, finished eating, find April's belongings all over the street, which lead to the rooftop of a building. When they go up there, they find April tied to a chair -- and that it's a trap. They battle the robotic ninja Foot Soldiers, where they are successful, but find the Foot Soldiers have advanced technology. The Soldiers escape, and the Turtles (with April) follow them into a building. The building ends up being flooded, where the Turtles barely escape.
Back at the lair, the Turtles present the clothing of the Foot Soldiers to Master Splinter, where he tells them they are the "Foot Soldiers" and while the Foot Soldiers where easily defeated, their master, Aroku Saki, is no easy adversary.
