The Penguin is considering his many failure against Batman and watching a movie about an expert team of thieves who stage a daring break-in. he decides to put together his own team of “experts.”
Batman and Robin arrive to fight Bane, who is robbing a bank and gets a remote invitation to join “Team Penguin.”. Batgirl arrives and is surprised to realize that Batman has a new partner, when she thought she had the position. While she fights with Robin, Batman takes down Bane, who is hauled away. The aftermath is televised and the Penguin watches it on television. He has assembled three other villains: Killer Croc, Firefly, and Ragdoll. Another “villain” shows up: the skinny, unimpressive Killer Mother. Penguin orders him to make coffee for them.
Batman has noticed the pattern of villain activity and is at the Batcave trying to pin it down. He’s interrupted when they get a Batwave about the theft of chemicals. Batman and Robin arrive there, but so does Batgirl and she gets in Robin’s way and vie versa against the clearly more coordinated villains. Batman has to rescue them but they all end up trapped under barrels. Firefly sets a fire off and Team Penguin makes their escape. Batman manages to free them all just in time as the place blows up. He takes them to the Batcave where Batman reveals his identity… and that he knows that Batgirl is Barbara Gordon. He then determines that Penguin and Company stole a canister of unstable chemicals that act as a universal solvent at room temperature.
Team Penguin figures the Bat Team survived the explosion but aren’t concerned. They go after their primary objective: a ruby-encrusted penguin that they need the chemicals to burn through a vault door to get to. Killer Mother drives the truck with the temperature while at the Batcave, Batman insists that Robin and Batgirl train with each other. They’re still fighting, and it doesn’t go well.
They get word of the successful theft of the penguin and go to the vault. Unfortunately, the leaking chemicals have contaminated the truck, and Killer Mot. He’s now enshrouded in a giant cocoon. The rest of Team Penguin are ready to abandon their leader, but Killer Moth emerges from his cocoon as a giant moth-mutant. He forces them stay, as he remains loyal to the Penguin. The Bat Team arrives and the Penguin takes Killer Mother with him to enter the vault while Ragdoll, Killer Croc, and Firefly battle the heroes. The Bat Team wins against the three villains but are forced to fight the new-and-improved Killer Moth. They manage to bring him down right on top of his leader. Robin and Batgirl have figured out how to work as a team… but are still arguing.
