Emma drives Joey to a garage and she tells him that she'll see Claire after Emma finds her friend. When Joey asks about Paul and Jacob, Emma admits that she doesn't know if they're coming. When he keeps asking questions, Emma snaps at him briefly but then assures him that everything will be okay. A man, Bo, steps out and tells her that it's about time that she showed up. Joey asks to use the bathroom and Bo gives him directions.

As Joey goes to the bathroom, he hears a woman whimpering behind a nearby door. He slips in through the loosely chained door and finds a girl inside of a cage. She begs Joey not to leave her but he runs back the way he came.

Olivia calls a meeting with Warden Gene Montero and shows him a recording of Ryan's assault on Carroll, breaking three of his fingers. Carroll speaks about how he's happy to share the injustices that have been inflicted on them.

Claire tells Debra what Charlie told them and insists that the man had some kind of honor code. As Ryan comes in with tea, Claire tells them that Charlie said he was waiting for orders from Roderick. Ryan remembers that Emma got a call from someone named Roderick. She wonders how many people that Carroll has and Debra asks her if she'll promise not to engage with any more of Claire's followers. Claire refuses to and Debra asks her to just tell them if anyone makes contact. After Debra leaves, Claire asks Ryan to find Charlie, figuring he's the one who can lead them to Joey.

Emma asks Bo when Charlie is coming but he ignores her. Joey comes back and Emma notices that he's worried. He tells her about the girl and says that they have to help her. Bo hears them talking and snaps at Joey, saying that it's none of his business. He calms down but repeats his orders and goes back to work. Emma tells Joey to stay there and goes to talk to Bo, asking why he has a girl in a cage. He tells her that it's none of her business and says that they should just wait.

Debra and Ryan meet with Montero, who warns that he doesn't want the liability. As he leaves, he tells Debra to make sure that Ryan stays under control. She tells Ryan that Carroll has received a transfer and they're taking him out immediately. Meanwhile, the U.S. Marshals remand Carroll into the Jessup county facility. Mike comes in and asks to talk to Carroll alone to delay the transfer, and Ryan arrives. Once Mike leaves, Ryan asks why Carroll wants the transfer to Georgia, asking if he wants to meet with Roderick. Carroll denies knowing anyone named Roderick and asks if Claire has rejected Ryan since he failed to save Joey. Ryan points out that Carroll is changing the subject about Roderick but Carroll refuses to rise to the bait. The Marshals come back to take Carroll to processing and Ryan walks out.

Ryan meets with Debra and says that he should go with them, but she says that she's the only one with permission to accompany the Marshals. She assures Ryan that nothing will go wrong and leaves. Ryan goes to the command center and asks Mike to run a background check on Warden Montero, figuring something isn't right.

Bo continues working and Emma asks him how he knows Roderick. The man explains that he does things for Roderick from time to time. While Emma keeps him distracted, Joey grabs the keys and goes back to the woman. She says that her name is Dana. Meanwhile, Bo tells Emma that he knows Roderick but he's not one of his followers. When Bo notices that Joey is gone, Emma runs outside, calling for him.

Joey frees Dana and she goes to the door, but he refuses to go with her. As she runs out, Bo comes in and, furious, charges at Joey. The boy slips out and hides beneath a truck, but Bo soon finds him and drags him out. As he shakes the boy, Emma returns, aims a gun at Bo, and tells him to let Joey go. He does but then knocks Emma down and takes her gun. As he prepares to shoot her, Charlie arrives, holding Dana, and demands to know what's going on.

The Marshals take Carroll out to the transfer van. Montero and his men are watching, and Ryan comes to watch them. Debra calls Ryan and tells him that everything is going as planned and the chopper is inbound. The van and its two escort vehicles take off while the chopper flies overhead.

Ryan checks back with Mike, who says that Montero looks clean. However, Mike has discovered that Montero has a teenage daughter Dana enrolled in college. Ryan and Mike go to see Montero, who blames the transfer on Ryan. However, Mike points out that Dana has disappeared and her boyfriend has filed a missing report. Ryan figures that Carroll's people have threatened Montero, but the warden tells Ryan not to push him and walks off. Once he leaves, Ryan tells Mike to keep Montero under surveillance.

Emma asks Charlie why they're waiting and he explains that they are waiting for word that it's safe to move. He tells Emma that when they set up the website, they found people that are useful but aren't part of the main group. Charlie explains that Dana is leverage and they'll be meeting up with some friends of his from the military. When he asks what happened to Paul and Jacob, Emma doesn't say anything and Charlie apologizes, assuming that they're dead. He tells Emma that they do what they have to do and walks away.

Ryan has Agent Mitchell go through the footage they found at Charlie's warehouse. He has footage of the sally port and Ryan has him compare it to the footage they took of Carroll's transfer. He spots an edit and they realize that Montero hijacked the surveillance footage. They confirm that Montero has left the building and Ryan calls Debra in one of the vans. He tells her that Montero has been compromised and Carroll isn't in the van. Debra has the Marshals pull over and they confront the driver, who refuses to let them open the back. When he insists they need authorization, Debra draws a gun on him.

Ryan and Mike drive out and cut off Montero as he leaves. They order him to open the trunk and Montero insists that they're going to get his daughter killed.

The driver opens the back of the van and they discover that it's empty.

Montero opens the trunk and they discover that it's empty. Ryan grabs Montero and demands to know where Carroll is.

Olivia pulls over and opens the trunk of her car, letting Carroll out.

Ryan tells Montero that Carroll's people will keep Dana alive to guarantee the warden's good behavior. He finally tells the agents that Olivia told him to hand Carroll off to her. Ryan has Mike cuff Montero and then they head out and then calls to have Mitchell track Olivia's GPS. She gives them the lawyer's address in Richmond and they drive off.

Olivia drives off with Carroll and asks how much further. He tells her that they have a few more minutes to go.

As Charlie loads up the trunk of a car with supplies, Joey comes out. Charlie tells him that he's not supposed to be out and assures Joey that Emma is taking the boy to see his mother. He assures Joey that he just talked to Claire, but admits that he screwed up and let the bad guys get in the way. When Joey wonders if Claire is okay, Charlie tells him that it will take a longer before Joey can see her. Joey asks for the truth about what's really going on and what will happen to Dana. Charlie gives his word that Dana will be okay.

Olivia follows Carroll's directions and stops at a street. She figures that nobody followed them but Carroll says that it's not likely. He tells her that he needs her to call Ryan and Olivia reluctantly does so. The FBI dispatch board connects her and she recites Carroll's exact words: "Joe Carroll is killing me and it's because of you, Ryan." Olivia refuses and tries to get out of the car, but Carroll starts choking her. Ryan yells over the phone that he'll be there soon and Carroll can kill him, but Carroll finishes choking Olivia to death.

A little later, Carroll goes to an expensive restaurant, having donned a suit that Olivia brought him. He spots a man on the balcony above, David, and nods to him in satisfaction.

Ryan and Mike arrive at Olivia's car and confirm that she's dead. The witnesses say that Carroll left the car and went into the nearby restaurant. The two agents split up to search the place and Ryan spots Carroll with David. He runs up with Mike, pushing their way through the crowd. Meanwhile, David leads Carroll to the parking garage. A security guard, Douglas, spots them but a woman, Louise, brushes up against the guard and guts him with a straight razor. She introduces herself to Carroll and the three of them take the elevator.

Ryan comes running up and finds Douglas dead. He notices the elevator going up and heads for the stairs, only to find David waiting for him. David manages to disarm him, grab the gun, and runs up the stairs. Ryan goes after him and David ambushes him again and chokes him from behind. Ryan takes him out but Carroll arrives with a gun. The killer wonders whether he should kill Ryan there and now, but then says that it's all wrong. He says that he's spent nine years writing out his story and that he has much more planned. Louise arrives and David tells them to leave and call him when they're clear.

Once they're gone, Ryan points out that David can't kill him because of Carroll's plans. David threatens to shoot him in the leg but Ryan gets close enough to disarm him and shoot him in the leg. Carroll and Louise are departing via a helicopter from the top of the garage. Ryan arrives and opens fire, but they quickly fly out of range.

Charlie gets a call and tells Emma that they'll be there in a few hours. She asks about Bo and Dana, and Charlie tells Emma to give him a few minutes. He goes over and asks for a word in private with Bo.

The FBI secures the parking garage and Debra admits that they lost the helicopter. Ryan wonders how they can find them but Debra insists that they'll find and break them. He says that they have to start doing things in a different way and suggests that they start with David. Debra gives him five minutes and leaves with Mike and her men.

Ryan tells the EMTs to give them a few minutes alone and then puts on a pair of rubber gloves and asks David where he can find Joey. David refuses to talk and Ryan digs his fingers into the man's leg wound.

A little while later, Ryan leads a FBI team into the garage. They find Bo, shot in the head, and Dana locked up in her cage. They free the girl and Ryan asks her about Joey. Dana tells them that they took Joey after he tried to help them. Mike confirms that Dana is the only one there.

The FBI helps Claire pack. When Ryan arrives, he tells her that she's going into protective custody and it's better that he doesn't know. She complains that Carroll is free and she's locked up, and Ryan assures her that Carroll isn't going to win. Claire warns him that it's Joey's life that they're talking about and walks out past him.

Carroll and Louise drive to an estate in the country. A group of people emerge, including Charlie and Emma, and Emma runs to embrace Carroll. Joey comes out and Emma invites him over to join his father, assuring the boy that it's fine. The boy looks nervously around and then tells Carroll that he knows he's his dad. Carroll, crying, says that he is.
