A woman approaches Number Six's flat and goes inside, while the Supervisor and the New Number Two watch on the monitors and note "At last." She sees Number Six sleeping and approaches, unaware he knows she's there. He grabs her and demands to know what she's doing there. She says she needs help but he isn't interested and orders her out. As the New Number Two wonders if they timed it correctly, the woman collapses, unaware she as given a triggered dose to render her unconscious. The New Number Two explains that they timed it so Number Six would view her as a lady in distress. When the Supervisor reveals that he unlocked the door, the New Number Two is angry, noting that Number Six will suspect they're involved.



They watch as the woman recovers consciousness and Number Six realizes she's been drugged. He agrees to listen and she tells him she's trying to prevent an assassination: otherwise the authorities would take reprisals against them. Number Six notes that the authorities are listening in and know about it now, but the woman says they don't believe her. She explains that's she listed as a "jammer" but refuses to explain and leaves, angry at his disbelief. She storms out and the New Number Two, watching, admits he wishes they had more time. The Supervisor reveals a call and hands it over to the New Number Two, who tries to explain the delays in the plan. The authorities want to make sure Number Six is involved to provide credibility for their plan. The New Number Two calls for a priority activity prognosis on Number Six. They review his typical schedule and deliver it to the New Number Two. Meanwhile, the New Number Two meets with his undercover warder, Number One Hundred, who says that he's befriended the target and is viewed as a comrade.



While Number Six has his portrait painted, the Artist mentions jammers and explains that they talk about their make-believe plots simply to confuse the Observers and force them to investigate everything. Now the Observers keep a list of jammers and ignore them. Meanwhile, a Computer Attendant delivers the activities prognosis which predicts that Number Six will go to a kiosk for a newspaper. It even predicts that Number Six will buy a bag of sweets for an elderly woman he randomly encounters. The New Number Two is duly impressed and has her skip to Number Six's weekly kosho practice. He sends Number One Hundred to the gymnasium to replace Number Six's watch with duplicate while he's otherwise engaged. Number Six wins the match and dons his clothing, and notices the watch is broken. He goes to the Watchmaker, who takes it in the back to repair. As he waits, Number Six notices a remote control device that triggers a nearby switch. The Watchmaker returns and takes the remote control away, and Number Six asks what it is. The Watchmaker dismisses it as a toy, but after Number Six arrives, Number One Hundred comes in and the Watchmaker wonders why they're letting the enemy know about their plan. Number One Hundred says it's necessary to sow further confusion among the authorities.



Outside, Number Six meets the woman and she wonders how he found out. She explains that the Watchmaker is her father and he admits he's intrigued that the Watchmaker has made a trigger device for a bomb. The New Number Two watches with interest and boasts to his assistant that the plan is going well, and Number Six will visit and tell him he's to be assassinated. Meanwhile, Number Six and the Watchmaker's Daughter discuss the situation at the cafe and she says Number Two is the target and another man is also involved. Number One Hundred, watching, assures Number Two he has indoctrinated the Watchmaker. The Watchmaker's Daughter and Number Six talk to the Watchmaker about his plan to kill Number Two. He refuses to hear any protests from her and doesn't think they'll understand. Number Six warns that the reprisals for the assassination will be against the entire Village but the Watchmaker refuses to listen.



Number One Hundred, watching on the monitor, assures the New Number Two that next Number Six will come to warm him. The New Number Two prepares cameras to record everything as Number Six arrives, passing Number One Hundred as he leaves. Number Six tries to warn the New Number Two about the assassination attempt but the New Number Two dismisses his concerns, noting he's on the list of malcontents. He explains that the jammers are at work, choosing Number Six as a dupe. Number Six leaves, angry, and the New Number Two confirms his people got everything on tape. Number Six informs the Watchmaker's Daughter what happened and admits he has no choice but to continue pursuing the matter. An announcement goes out that the day after tomorrow will be Appreciation Day for the authorities, and Number Two will be giving a speech as they unveil an Appreciation Monument.



That night, Number Six and the Watchmaker's Daughter sneak into her father's shop and find a replica of the Great Seal of Office, worn by Number Two at ceremonies. It's rigged with explosives, detonated by remote control. The next day Number Six goes back to the Green Dome only to find a Retiring Number Two, who has been expecting him to come and warn him about an assassination attempt. The Retiring Number says that he's heard all about the "plots" that Number Six has reported. Number Six, confused, notes he's only reported one but the Retiring Number Two says that the New Number Two, his heir apparent, has been collecting evidence that Number Six has come to other interim Number Twos and warned him as well while the Retiring Number Two was on leave. He has (fake) tapes of Number Six visiting the interim Number Twos and Number Six realizes he's been played. He notes that perhaps they want to convince the Retiring Number Two he isn't to be believed. The Retiring Number Two notes that he will acknowledge the New Number Two as his successor at the Appreciation Day ceremony.



Number Six explains what happened to the Watchmaker's Daughter, and realizes they discredited him since he's the only one the Retiring Number Two might have believed. They notice Number One Hundred nearby and the Watchmaker's Daughter recognizes him as her father's co-conspirator. Number Six remembers him coming out of the Green Dome and realizes he's plotting with the New Number Two. The Retiring Number Two, monitoring them, begins to reconsider and orders a review of the tapes of the assassination plot warnings. The assistant says there's no recording but the Retiring Number Two realizes he immediately knows the information doesn't exist explains everything. Meanwhile, the New Number Two assures his superiors that everything is going like clockwork.



The Watchmaker's Daughter wonders why the authorities are going to such lengths and Number Six reasons that they have to cover their own assassination attempt by blaming the Villagers, for their other members who will retire one day. Number Six goes to visit the Retiring Number Two again, and the Retiring Number Two admits he knows what his superiors have for him. He admits that he minds but never thought it would happen to. Number Six wants to prevent it for the sake of the Villagers but the Retiring Number Two is resigned to the inevitable. He explains that the Seal is filled with explosives and detonated by radio, and the Retiring Number Two reconsiders upon hearing his brutal intended execution.

The Villagers assemble for the ceremony where the Great Seal is handed over. Both Number Twos take to the rostrum and as the introductory speech is given, the New Number Two uses a radio transmitter in his glasses to contact Number One Hundred, who assures him everything is ready. Number Six and the Watchmaker's Daughter are looking for the Watchmaker, who is in the bell tower waiting for the Retiring Number Two to take the Great Seal. Number Six spots him and climbs the bell tower to confront the man. As an anxious Retiring Number Two dons the Great Seal, Number Six and the Watchmaker's Daughter arrive and pull the Watchmaker away from the remote device. The New Number Two sends Number One Hundred to investigate while Number Six descend with the remote device. Number One Hundred demands the device and the two struggle. Number Six knocks out Number One Hundred as the seal is transferred to an extremely nervous New Number Two.



As the New Number Two unveils the monument, Number Six arrives and gives the remote device to the Retiring Number Two, and tells him to go. The New Number Two realizes what's happened as the Retiring Number Two makes a run for it, threatening to activate the bomb if he's interfered with. As the New Number Two tries to remove the Great Seal, Number Six shakes his hand to stop him. The Retiring Number Two flies away be helicopter and Number Six departs, the Villagers saved from reprisals.
