While trailing Juan and Ricky, the two guys who assaulted him, Aceveda finds himself in a near fatal confrontation during an attempted liquor store robbery. Determined to bring down his rapist at any cost, Aceveda enlists the help of Vic and his guys to find him, dead or alive. Along the way, Aceveda recovers the cell phone that was used to photograph the rape. He also manages to shoot and kill the only other witness to the assault, Ricky. Meanwhile, Claudette rejoins Dutch on the search for the cuddler rapist as they get a stunning break on the case. When Mara reveals what a bloodsucking grifter her mother can be, Shane decides to confess to Vic and the team that Mara stole the money train cash to help her crazy mom. The Strike Team is forced to set up an unsuspecting ex-con by dropping a bag full of marked money in his path.

Deleted scenes from this episode on the Season 3 DVD include Claudette visiting Dutch in the middle of the night, Juilien and Danny dealing with a pregnant woman, and Aceveda telling Vic to hold his gun.
Several episode titles were considered, with the usual amount inside the episode. The title What Power Is... was chosen based off what Aceveda did to get his revenge, and what he'd do if he couldn't.
Dutch got a 98 on his Detective's Test and got the position when he was 35 at Sunset. If you do the math from previous episodes, that makes Dutch about 39, which means he was a uniform cop for nearly 10 years.
According to the show's timeline, Aceveda was violated about 6 weeks ago, Aceveda has known who Juan is for over three weeks, and has been tracking him and his friends and family down.
Vic: The dead guy watched me shove a bong down his buddy's windpipe.
Shane: Twenty bucks says his buddy's one of the shooters.
Lemonmhead: Comeon, a Captain in the middle of the night, and he runs into them? That's a pretty big coincidence.
Vic: Unless it's not a coincidence. (Body gets carried out) What if these are the guys Diagur sent to get the money out of the freezer?
Lemonhead: What, the ones you told him to send over?
Shane: Well if it's true, then these are the assholes who kicked the shit out of Aceveda. Took his gun. Which means he was tracking them here when this thing went down.
Lemonhead: And he might track them right back to us and that marked cash.
Vic: Let's not get premenstrual until we talk to Diagur. Comeon.
Aceveda: (To Juan) I know you're working stolen credit cards for your gang. And I know you're skimming profits off the top even though Elisa keeps telling you its gonna get you killed. I know about the headaches you get. I know about the uncle who molested you when you were twelve. I know about your cousin who's trying to get a scholarship to U.C. Irvine, I know which magazines you jerk off to that you think Elisa knows about, I know about your brother in Fresno, I know the inmate who tried to shank you twice at Terminal Island, his core in Heresey Denton, and I know the number to call to clear up a bunk in his cell just for you.
Watch and listen when Dutch punds ont he door. The sound effects added miss by half a second. The slams happen just after he pulls his hand away each time.
Aceveda has his weapon raised when the Strike team breaks in, but when Vic comes around the corner, his gun is now lowered to where he can't even shoot at Juan's knees.
Are we to believe that Ricky held onto that picture in his phone that entire time and didn't do anything with it?
According to the timeline, Aceveda found Juan's picture in the last episode, and has been following Juan for three weeks which leads up to this point. But if you compare this story Shane's $7,000 story, it doesn't make sense. How could Mara's mother hold onto $7,000 for three weeks? Aceveda must have either found the picture earlier, or Stella is a slow spender.
