Episode Summary

Officer Banners stands under suspicion of corruption . During his beat numerous components were stolen from the construction site for nuclear weapons, and Banner didn't intervene. Steve is assigned to his unit to watch him closely. Soon he is sure that Banner is behaving quirky.
