The East German scientist Prof. Rau has developed a new antiaircraft system. Oscar supposes Rau's presence in Washington is no coincidence during the week in which rockets of the B1 bomber are being tested. Steve follows him stealthily, because he believes that Rau wants to sabotage the rocket tests. Thus he comes to a fairground where very strange things are occurring.
