  Episode Summary  
With an increase in crime the citizens of Chicago demand action. Prominent attorney Willard Thornton is appointed to the newly created post of Crime Commissioner. Eliot Ness is suspicious of Thornton and his suspicions happen to be correct. Thornton is secretly the head of a newly formed crime cartel. Cartel enforcer Steve "Country Boy" Parrish wants to quit the rackets and return to his rural roots but he knows too much about Thornton and the crime cartel to be allowed to go quietly into the night by either side of the law.

  Analysis  
Here we get to see one of the more memorable female characters of the series. Mary Fickett gives a touching and multi-faceted performance as the tomboyish Emmy Sarver who's so desperate for love that she tries to force a fugitive mob hitman to stay with her forever.
