Chicago. February, 1929. In the aftermath of the St. Valentine's Day Massacre, every law enforcement official in Chicago is scouring the city for gangland boss George "Bugs" Moran. He's gone into hiding now that several important members of his mob were wiped out in the massacre. Eliot Ness figures that if they can get to Moran first he might just be angry enough to give them information.

Meanwhile, on a freight train near Milwaukee, a group of hoboes are reading a newspaper account of the Massacre. One of them happens to be Eddie O'Gara, a former member of Moran's gang who ran afoul of his boss and had to go on the lam three years ago. O'Gara sees this as his chance to get in good with his boss once again and decides to head home to Chicago. Eddie's mother is glad to see him but his brother Vince, a trolley driver, isn't so sure of his intentions.

Eddie knows about a secret hideout of Moran's at a big storage room in the lakefront Midway and goes there. Sure enough, he finds his old boss who's not exactly wiping away tears of joy at the sight of Eddie. He still wants to bump off Eddie for double crossing him three years ago but Eddie fast talks his way out of it. Right now, Moran has no gang and Eddie is his only chance of rounding up a new one. Moran then gives Eddie three grand and tells him to get hopping.

A short time later, Captain Johnson picks up Eddie in a bookie joint and brings him to Ness. Eddie denies knowing Moran's location and Ness has no choice but to let him go. Eddie then calls up Jack McGurn and comes to an agreement with him. McGurn will help him round up some boys. Meanwhile, Ness and the Untouchables continue to round up hoodlums including top Syndicate triggerman Phil "the Bartender" Benyas. He mentions that Eddie O'Gara is back in Chicago and Benyas is genuinely surprised.

That night Eddie has a meeting with the hoods McGurn has rounded up. They meet on a trolley car because Eddie's brother has gotten him work as a driver. Besides McGurn there are Jinx Mahoney, Joe and Dominic Aiello, Jake Weinhof, Sammy Watuski, and Pete Herndon. Eddie refers to them and himself as the losers. They might be losers in their criminal careers but they're all plenty nasty and tough. They will be Bugs Moran's new gang.

Later, Eddie and McGurn burst into a syndicate hangout located on the South Side and blast two hoods. Then they steal an arsenal of choppers. In the following days they begin blasting syndicate locations and operations. Eddie then begins having delusions of grandeur. He wants Moran to set up a meeting with the syndicate on the pretext of discussing peace and then blast them all when they're in the same conference room together. Moran still doesn't trust Eddie completely and says he will have Joe Aiello handle things from now on. Aiello doesn't last long as he and his brother get blasted in a speakeasy by McGurn's chopper.

Moran is angry about the hit. Not because the Aiellos are dead but because he's the boss and he gives the orders. Eddie was out of line. Moran wants to talk peace for real with the syndicate. Eddie thinks that's loser talk so he once again pulls a doublecross. He sets up a meeting with syndicate chair Rudy Mann and torpedo Phil Benyas and says he can rub out Moran at the peace conference. Mann and Benyas go for the idea. Later, the Untouchables get a break when they arrest Jinx Mahoney on an old charge. To lighten his potential sentence, he sings like a canary telling Ness that the conference between Moran and the syndicate wlll be held at the Westside Men's Club.

So, on Februrary 28, 1929, Bugs Moran goes to meet with the leaders of the syndicate who two weeks earlier had tried to eradicate his existence. At the Westside club all the South Side hoods arrive except Rudy Mann. A hood tells Eddie that he has a phone call so he leaves the conference room but instead of taking the call he drives away.

McGurn and another hood take up positions outside the window of the conference room. They are the ones going to blast Moran but Ness and the Untouchables arrive in the nick of time. McGurn and the other hood get blasted and Moran, in the confusion, manages to make his escape by jumping through a glass window. The Untouchables break into the conference room and arrest all the hoods with the exception of Phil Benyas who decides to shoot it out. He assumes room temperature.

Meanwhile, Rudy Mann meets up with Eddie O'Gara in a parking garage. Since Eddie didn't deliver Moran as promised he's a failure and the penalty for failure with Rudy Mann is death. As for Bugs Moran he went back into hiding and didn't make another bid for power in Chicago until 1930 but Eddie O'Gara wasn't around to help him that time. And it was probably just as well.
