July 4, 1930. Arlington Park racetrack. The place is packed with 40,000 horse racing fans. Eliot Ness and the Untouchables are there too. They have racketeer Arnold "Spats" Vincent under surveillance. All they need now is an arrest warrant so that they can haul him downtown. Two men approach Vincent in his box seat.
