New Jersey waterfront. 1933. Johnny Mizo has been marked for death but a South American crime syndicate in Brazil where he'd fled six years before. Mizo has returned to the United States to retrieve $200K from a robbery which he had stashed before fleeing. With this money, Mizo hopes to buy his way out of the death sentence. The captain of the ship on which Mizo arrived tells him that he has 11 days before they sail back to Brazil. The night is foggy and a Brazilian sailor exits the ship before Mizo.
