Henchman 21 is chatting with the ghost of Henchman 24 and discussing the afterlife. Henchman 21 is impressed with everything he learns about souls, and Henchman 24 explains that he has to haunt someone he was close to. The Monarch comes in to tell Henchman 21 it's time to get to work and wonders why he has a skull on his bunk. He then tells Henchman 21 that they are finally going to defeat Dr. Venture once and for all.
ShoreLeave and Brock are going after an arms dealer, Dr. Peter Schumpmaker, and break in to his base where he manufactures stink bombs. Brock is unimpressed with the relatively low-profile missions that they're handling, particularly when he learns that the man is distributing arms dealers. They finally get the door open and ShoreLeave enters and opens fire while Brock slips in through the ceiling.
Dr. Mrs. the Girlfriend drives the flying Monarchmobile through the city and eventually lands atop a building, headquarters of Mammoth Corp. She drops off the Monarch and Henchman 21, who go downstairs.
Dr. Schumpmaker and his surviving men finally capture ShoreLeave, who explains that SPHINX came after him because he doesn't wear a costume and disobeys Guild law. Brock drops in, kills Schumpmaker's remaining men, and breaks Schumpmaker's arm.
The Monarch and Henchman 21 come in and meet with Monstroso and his henchman. Monstroso explains that he can cripple Venture and let the Monarch take over his finances. However, he wonders why he should help the Monarch. Henchman 24's ghost appears and warns Henchman 21 that Monstroso's men are armed and ready, and Henchman 21 quickly takes them out. Impressed, Monstroso agrees to help them.
Sgt. Hatred discovers that Dr. Venture is using the sergeant's computer to check his e-mail and ends up viewing Hatred's porn. Sgt. Hatred tries to explain the concept of spam mail without much success. Dr. Venture discovers that he's been hit with a zoning violation and he has to have three quarters of his estate dedicated to do-gooding or he loses it to the Mammoth Corporation. He starts making plans to get rid of all the squatters.
ShoreLeave and Brock are soaking down after their mission when Sgt. Hunter Gathers comes in to complain about the destruction of their clothing. A message comes in and warns that Monstroso is taking over the Venture Compound, but Hunter refuses to discuss it in front of Brock. Hunter tries to cover without much success.
In the Cocoon, all of the henchmen are bored as the Monarch sits around and does nothing. When Dr. Mrs. the Girlfriend comes in, the Monarch explains that his plan is underway and Monstroso is attacking Dr. Venture with paperwork. Dr. Mrs. the Girlfriend warns that Monstroso is the master of the double cross. Henchman 21 checks a Blackberry he stole from one of Monstroso's henchman and explains that the Monarch inadvertently signed away his rights to arch Dr. Venture to… Monstroso. Dr. Mrs. the Girlfriend praises Henchman 21, who notices her breast and has a flashback to his childhood when he first found a men's magazine. When Henchman 24 compliments him on getting close to the boss' breasts, Henchman 21 says he knows what he needs to do.
Dr. Venture has Peter White and Master Billy Quiz Boy over to bring them in so they can contribute to his do-gooder facilities by providing them with a building within the Venture compound. They go into the long-abandoned building and discover that SPHINX is using it for their base. Brock and the others explain that they eliminated the real SPHINX, a bad guy organization, and then took over their theme and cool costumes. They've left the OSI to avoid the bureaucratic hassles. Billy is eager to join but Hunter explains that they'll wipe his memories and forget everything. Dr. Venture suggests that they sign up with him so he can use them to meet his zoning requirements. Brock explains that he couldn't tell Dr. Venture and the boys without telling them they're safe, and they've all made sacrifices.
Intruders arrive at the front gate and they are informed that Henchman 21 has entered the compound. He takes out the automatic security devices and asks Henchman 24 to check out the compound and deactivate the alarms. Henchman 24 points out that he's not a poltergeist, but agrees to do some scouting. However, in return he demands that Henchman 21 help him win a bet with the ghosts of Speedy and Woodrow Wilson's ghosts. Henchman 21 wins at identifying celebrity signature perfumes and 24 goes scouting while Henchman 21 waits to ambush Monstroso.
At the Cocoon, the Monarch threatens to take Monstroso to the Council of 13, but Dr. Mrs. the Girlfriend warns that double-crosses are allowed by the Guild. The Moppets arrive and note that Henchman 21 is going berserk and attacking Monstroso. Dr. Mrs. the Girlfriend notes that if he makes an unauthorized attack, their hands are clean. Dr. Mrs. the Girlfriend orders them out and the Monarch is turned on.
Henchman 21 finds Brock, who has no idea who he is. Brock is unimpressed until Henchman 21 knocks him to the ground. They go berserk and attack each other, and are actually evenly matched.
Dr. Venture tells Hunter to deal with Monstroso, and Hunter assures him that Brock will take care of the matter. They finish brainwashing Billy Quiz Boy to forget everything, but don’t see the point with Peter, who is too much of a coward to do anything about SPHINX. Hank and Dean arrive and Hunter prepares to brainwash them as well. Once Dr. Venture realizes they won't remember anything, he tells them that their clones and the secret of their mother..
Henchman 24 wakes up and Brock admits he didn't do badly. He wonders why Brock is there, but Brock wonders why Henchman 21 is there and he explains he's there to take on Monstroso and launch an ambush. Brock takes him under his wing and says he needs to think bigger than an ambush.
Later, Henchman 21 visits Monstroso's office, dressed as a Jedi, and tells him to rip up the legal papers. Monstroso refuses and prepares to attack, but Brock arrives and the two men attack the villain.
Later, a blood-covered Brock is eating cereal in the Venture kitchen. Hank comes down, gets some water, and prepares to leave, and then is shocked to see that Brock has returned.
