Red Mantle: You're thinking of The Wacky Races.

Wacky Races is a 1969 animated series which features eleven racers driving across the U.S. in a series of themed cars. Big Gruesome and Little Gruesome drive Car #2, the Creepy Coupe, which looks a lot like the Doom Buggy that Steppenwolf drives here. The villain and his dog that Dragoon mentions refers to the main villains of the show, Dick Dastardly and his dog Mutley, who drive #00, the Mean Machine.
