  Episode Summary  
The boys, Hank and Dean, get ready to go on their first date with Triana and Kim. While in a related co-plot, The Phantom Limb, with Dr. Girlfriend at side, agree to have a civil double date/meeting with The Monarch and his newly found girlfriend, whom he met on the Internet, to discuss The Monarch's official re-entry into the Guild of Calamitous Intent. During a discussion between The Phantom Limb and The Monarch both get into a little argument over who can kill the Venture family first; because The Monarch doesn’t believe it can be done easily. The Phantom Limb thinks he can do it in an hour and orders his henchmen to take care of the family. While Dr. Venture, still in his house watching a porno, and Brock become unwillingly involved in the mess and must fight to survive the attacks and somehow save and worn Dean and Hank of the impending danger ahead..

  Episode Notes  
This episode notes the Phantom Limb and Billy Quizboy use to be roommates in college.
 
The episode's title, Victor. Echo. November., is actually a NATO Phonetic Alphabet, which assigns words to letters so that critical abbreviations can be states with less potential for mishearing. Victor, Echo, November spells out VEN, which is most likely the Guild's identification code for the Venture family's.

  Episode Goofs  
When Monarch henchman number 21 relates his version of Phantom Limb's origins, he notes that Master Billy Quizboy's "right" arm was the one that vanished. But in all the episodes Master Billy Quizboy appears in his "left" arm is his mechanical arm.
 
Kim either doesn't remember Hank and Dean, or she really doesn't care. Though she asked Triana who her blind date was and still doesn't remember the two boys.
 
In the scene where the guild operative that Brock stabbed was mumbling about, the operative asks Brock to stroke his hair before he dies. but the operative was bold.

This minor goof could be explained by the fact that the operative was really dieing and delirious, or it was just meant as a cliche joke.

Monarch Henchman 21 mentions this when he has to go to the bathroom:
Henchman 21: Dude get out of here; I gotta take a Count Dooku.

Count Dooku is a fictional character in the Star Wars universe played by Christopher Lee, whom appeared in both Star Wars: Episode II and Star Wars: Episode III
 
At the end of the episode we see Master Billy Quizboy repairing his own mechanical hand, he pokes it in several different parts of his hand with a metallic pen. This is a parody to "Star Wars: Episode V Empire Strikes Back". When Luke Skywalker, a fictional character in the Star Wars universe, looses his hand and is being fitted with another, artificial, hand.
 
Hank in two occasions brings up his affinity towards "Batman". He first dresses up in a Batman costume when he was getting ready to go on the date with Triana and Kim. He then mentions he wants to be Batman when he grows up when Kim brings up the subject that she's going to be a supervillain.
 
The scene where Dr. Venture "fires" Brock was a spoof on the Star Trek (TOS) episode "The Apple"
 
In the scene where Brock had stabbed the guild operative, the operative request Brock to sing him a song from the band "Technotronic" as his last request.
 
In the scene where the Monarch describes the first time he saw Dr. Girlfriend, he mentions that Dr. Girlfriend looked like Saffron from Republica.
 
In the scenes that take place where two guild operatives are at their command center, one of the guild operatives browses the others mp3 player, that looks like an "iPod" for a good mode music. The operative whose browsing along the songs asks the other operative if he has something other then "Yaz" music. Yaz is a shortened term used to describe "Yazoo" bands. The most famous of the Yazoo bands is "Depeche Mode".
 
Monarch henchman number 21 mentions that Master Billy Quizboy won a lot of money on the game show "Card Sharks". Card Sharks was aired in the late 70' to the mid 80's on CBS.
 
The Monarch's new girlfriend, Jollyrancher82, mentions to the Monarch that she thought he was into "Cosplay". Cosplay has become ever so more popular amongst some gaming communities, manga fanatics, and the Japanese subculture alike.
 
The Monarch mentions that he met Jollyrancher82 in "Live Journal". and that he's been blogging.
 
The Monarch mentions that Jollyrancher82 called him "teh sex". Which is Internet slang for "the sex" which in terms means that a person is sexy or handsome or beautiful etc.
 
The movie Dr. Venture thinks is an erotic film is actually a musical comedy. The name of the movie, of course mentioned by Dr. Venture, was "The Best Little Whorehouse in Texas" and starred, also mentioned by Dr. Venture, "Dolly Parton".
 
Monarch henchman number 24's car is a Nissan Stanza. He also mentions this on the episode.
 
The painting the Phantom Limb was trying to sell to the fat mafioso man was an actual Rembrandt painting and is called "Christ in the Storm on the Lake of Galilee". It was stolen in real life in 1990, inside a he Isabella Stewart Gardner Museum in Boston. The painting are still missing.
 
In the scene where Dean is getting ready to go out on a date, Dean puts on a cologne called "Johan" which is a spoof on the well known cologne "Jovan"

In the Monarch's story about the Phantom Limb's origin, the Monarch mentions that Billy Quizboy used a "muscle growth accelerator" on the Phantom Limb. In "Hate Floats", The Phantom Limb uses the "muscle growth accelerator" on Brock.
 
This episode denotes the connection between the Phantom Limb and Billy Quizboy. And quite possibly notes that it was Billy's fault the Phantom Limb became evil and gave him his invisible limb powers.
