During Amy’s first day as Abbey’s chief of staff she is given her first task: get the President to veto his own foreign-aid bill now that an anti-abortion rider has been attached to it. Toby finds himself in a legal bind when a former classmate gets into a tough ethical situation involving the E.P.A.
