  Episode Summary  
Bartlet and the staff prepare for a town meeting with college students while dealing with getting an American pilot, who was shot down in Iraqi territory, home before he’s captured. Toby’s brother is involved in a potential disaster on an orbiting space shuttle. Josh works to convince the Vice President to change his stance on campaign finance reform. Later, as Bartlet and the staff leave the meeting, bullets begin to fly.

This is Moira Kelly's final appearance as Mandy Hampton though her departure is never explained. It is assumed that it is due to the memo she wrote on the administration's weaknesses, but it is never directly explained.
 
C.J.'s fish bowl has a Space Shuttle decoration.

  Episode Goofs  
Bartlet and Fitzwallace talk about the eagle facing the arrows during war-time. However, this contradicts Executive Order 9646 that states that the eagle must always face the olive branch.

Charlie: (to Josh) You were right; it doesn't go away.

This refers to "A Proportional Response" in which Josh tells Charlie that the feeling that he has while watching Bartlet address the nation from the Oval Office won't go away.
