As Bartlet, with the help of Leo and Fitzwallace, struggles over deciding whether or not to forfeit diplomatic immunity for a Middle Eastern official known to be plotting terrorist attacks, Josh and Amy square off over a welfare reform bill. Meanwhile, Sam kills environment-friendly legislation for the Everglades; C.J. begins to appreciate her bodyguard even more; Toby advises the President not to attend a fundraiser; and Donna travels to North Dakota as the administration's representative at a meeting to change the state's name.
