Bartlet debates the consequences of ordering a strike force to breakup a barricaded group of terrorists in Iowa, one of whom needs medical attention. Governor Robert Ritchie, Bartlet's Republican rival wants to have less debates, but the staff attempts to negotiate with the Governor for more debates.
