Why the name Torchwood?
Torchwood was the name of the manor house where Queen Victoria was visiting in 1879 Scotland that was subject to alien threat during her stay. The Queen created the Torchwood Institute to deal with potential future alien/unexplained phenomenon to ensure the Empire had a line of defence against such threats.

Outside the Doctor Who Universe, "Torchwood" is an anagram of "Doctor Who" originally used by the crew of Doctor Who in 2005 on labels to disguise production materials & video footage from unauthorized parties.
