I had one recent contribution rejected because it was "not proper news," but I have no idea what that means. I have seen the same kind of "news" for other shows, so I'm not clear on what the improper part is, exactly.

You'll probably have to ask the person who rejected the news what made it improper.

Aye. Even though most of the site is unified, Editors do have some discretion over the sorts of material that are put on their guide. Granted, that can confuse some new users, as one Editor would approve something that another Editor wouldn't, but I don't believe you'll experience that problem too often.
