A rookie woman reporter is asked to cover a feature on how a small town was built on a former dumping ground. The reporter's aims change upon discovery of inflammable gas in a pond, complicated by the presence of a nearby chemical plant.
She abandons her original assignment to investigate if the chemical plant is responsible for the gas or goop, a tar-like substance derived from decomposed rubbish.
Lou sends Bilie to look into a strange pile which has accumulated in the backyard of one of the residents.
From the sample that Billie got hold of, it is found that it contains a substance called C-84 which is dangerous and known to cause cancer.
From Rossi's friend, the paper finds out that this is a by-product of the plastics industry.
So Rossi goes to check out the factory and is told by the head that all C-84 from his place is processed into harmless substances before they are disposed of.
Not believing the man's story, Lou sends Billie to work in the factory and to get the truth.
