He is Deputy Director of NCIS. He is first seen on NCIS in episode Internal Affairs. Here he is replacing Jenny because there an investigation against here. In the last episode of Season 5 when Jenny is killed he becomes Director of NCIS. Then as his first act he pulles Gibbs team apart but he did this to achieve a great goal.
