Captain Jack Harkness arrives in "The Empty Child", Season 1, Episode 8. He saves Rose from death, but we find out he is not interested her in that way. Jack has skills that drive the Doctor nuts. He has time travel abilities, and other skills.

A former 51st Century con man, Captain Jack Harkness first encountered the Doctor during the London Blitz in January 1941. He travelled with the Time Lord and Rose Tyler in the TARDIS for a brief period before being left behind on Satellite Five in 200,100 A.D., both of his companions believing him to be dead. He used his vortex manipulator to transport himself to another time and place. Although he intended to arrive in the early 21st Century, he ended up in 1869 and was unable to attempt another trip. When next seen in Torchwood, he is less gregarious and has a darker streak to his personality. While on Satellite Five, he was struck down by a Dalek but brought back to life shortly afterwards. The circumstances of his resurrection have left him a changed man, both physically and psychologically. He has been rendered immortal as he seemingly no longer ages and can heal himself of any injury, no matter how serious. His immortality has made him feel separate, apart from the rest of the human race. It can even be said that he longs to die. To his colleagues at Torchwood, much of his past is still shrouded in mystery.
