Makoto Isshiki's operation has succeeded in destroying the barrier around Tōkyō. Unfortunately, the barrier not been created by the Mu. Instead, mankind had crafted it in order to keep the Mu restrained from expanding their power. With the barrier dissolved, the Mu's flying cities have been freed and they commence to position themselves over the entire planet. Jin Kunugi, back in charge of TERRA after Isshiki's removal, finds that he has his work cut out for him.
