The Sydney Water Police investigates the bombing of a charter ferry, which killed a school girl, while at the same time, trying to locate other explosive devices that may still be located in the harbour.
Meanwhile, Kevin Holloway, Frank's youngest brother, joins Homicide and is partnered with Knocker Harrison.
Recap
The episode begins with the Water Police getting a mayday call about a fire on board a charter boat. Clarke tells Jeff that he is going out there with the crew. The Nemesis attend quickly, and they see someone on board the ferry covered in flames. When they pull her out of the water, she's badly injured. The ferry then explodes. Terry says the explosion could have been caused by radio, so everyone has to cease their radio transmission. Fiona tries to resuscitate the injured girl, but with no luck...

The first two episodes are the only episodes throughout the series, which have a continuing storyline, that have the same title.
The character of Tommy Tavita (played by Jay Laga'aia) was originally meant to be called Marcello Tucci, and of Italian origin. However, when Jay was cast, the producers changed it to fit in with Jay's background, Samoan.

Frank: Yeah, I was an altar boy.
Dave: Remember, we're doing medicals tomorrow. The roster's on the board. Do yourselves a favour and take it easy on the booze.
