The Sydney Water Police investigates the bombing of a charter ferry, which killed a school girl, while at the same time, trying to locate other explosive devices that may still be located in the harbour.
Meanwhile, Kevin Holloway, Frank's youngest brother, joins Homicide and is partnered with Knocker Harrison.
A man claiming to have the missing bomb takes hostages on a passenger ferry, but is he for real or not? Rachel discovers a connection between he and the girl who died on the school excursion. Dismissed from duty due to a weak heart, Jim dives the site of the ferry wreck to locate the fourth bomb in order to eliminate the hijackers threat.
Frank's brother Jimmy is released from prison after two years. He is unhappy when his wife shows him some money, and immediately assumes it was from Frank.
Tommy and Gavin come across a sail boat that is drifting, just off the coast of Sydney. Inside, they find the ashy remains of a man, but no signs of fire on board. When forensics conduct an investigation, they believe that the man spontaneously combusted but don't want to confirm anything until they are sure. Frank becomes impatient with the forensic officers, as he believes it was a drug bust gone wrong.
Homicide is called in to assist Rachel and Frank in their investigation of the death of an Iron Man competitor whose shark-ravaged body was found washed up on a beach. Despite the man's body being full of steroids, the autopsy says the man died of a heart attack, which baffles the detectives.
Gavin's actions are questioned when a rich businessman is arrested for drink driving, and decides to take legal action when the boat is later found drifting with a large hole in it.
Frank and Rachel investigate the murder of a dock worker, who Frank used to know as a child. After the murder was committed, a shipment of Scotch was somehow stolen. Frank tries to locate Billy Pope's girlfriend in exchange for him providing information on the murder of the man.
The Water Police become involved in a feud between Tommy's father and a rival fishing family.
Billy Pope's girlfriend is found murdered on the eve of giving evidence at an inquiry into police corruption. Inspector Brady from Internal Affairs believes that Frank tipped off the killer as to where she was living. The investigation into Frank causes some tension with Rachel, who does not know whether she should support him or not.
Meanwhile, conflict between Tommy's father and the Rispoli family escalates, and Dave and the other divers are called to a limestone shaft to retrieve a body.
A Vietnamese family are the victims of a home invasion in which their son is kidnapped, and Rachel and Frank are called upon to locate the kidnappers before their ransom deadline expires. Operation Terrier is launched for the Nemesis crew to clean out a warehouse which is full of homeless kids.
The divers are called back to the site of a diving accident to rescue a man who is intent on recovering the body of his wife. Frank and Rachel's investigation of a number of stolen military weapons reveals that the crime was an inside job, when they are helped by some of the homeless teenagers from the warehouse.
Terry and Fiona begin a relationship.
A seemingly routine raid on a cruiser turns up an expensive bracelet that brings Frank and Rachel to the investigation of the disappearance of a young Turkish schoolgirl. Frank is certain that the girl's strict father is responsible for her murder, but they have to find enough evidence to lay charges before the man leaves the country.

They soon discover that the pair were overcome by carbon monoxide fumes from a faulty pipe in the engine, and Gavin has a stern word to the man who sold them the boat.
When Kevin's car is found abandoned at The Gap - a notorious spot for suicides - the dive team is called upon to search for his body. While awaiting for any word on Kevin, Frank and Rachel keep busy by investigating the death of an animal smuggler whose body was pulled from the harbour with unusual abdominal wounds.
A group of young probationary officers visit the Water Police to see the way they operate, and the senior officers in Helen and Jeff pass their supervisory duties off onto one another.
Inspector Tony Brady of Internal Affairs and Homicide's John Harrison head up task force Kilo Hotel, which has been formed to investigate Kevin's death after it was found he was murdered. Several body parts are found floating in the harbour, and it leads Frank and Rachel to the victim's boyfriend.
Finding out about Fiona's relationship with Terry, Jeff offers her a promotion to Peer Support Officer as a means of trying to break up their relationship.
A drug raid on the boat of Jim Pappas, the main suspect in Kevin's death, ends with Pappas being shot and killed by Knocker. Rachel loses access to her son when she is late for the custody hearing after being held up by traffic. And the Nemesis crew is kept occupied when they deal with a man who is attempting to recover a safe from an old bank robbery.
The body of a teenager is found in an old car pulled from the harbour. The boy's murder has a big similarity to another death thirteen months earlier, which leads the detectives on a search for the killer. When a principal witness dies, Gavin works to track down further witnesses to a one-year-old boating accident in preparation for the impending court date.
Rachel defies the court order when she goes and visits her young son David.
When a man is killed by a speed boat that was deliberately driven into the back of his vessel, the detectives are unsuccessful in getting witnesses to come forward to testify, when the man responsible is identified as one of Sydney's most notorious crime figures, Marty Miller. Dave instructs a police divers training course, of which one of the participants is a cocky Gavin, who is certain he is going to pass.
Meanwhile, Rachel and Knocker become romantically involved.
Internal Affairs believe Helen sold confidential police information that lead to the murder of a witness, Miranda Latham. The disclosure of Helen's use of police resources to perform a background check on her partner brings an end to their relationship. When it is found that the person who killed Latham was Marty Miller, it leads to a deadly confrontation between he and Frank.
Knocker has a quiet word to Jonathon about giving Rachel access to her son.
While attempting to apprehend two fleeing armed robbers, Frank is shot and rushed quickly to hospital. Clarke receives information on the robbery suspects from Moira Randall, an old friend who has a connection to one of the thieves. Jeff reopens an investigation into a five year old boating accident which killed a police officer.
Dave becomes emotionally involved with the wife of a suspected serial killer, but has his empathy turned against him when it is found she is involved in her husband's horrible crimes. A young man is arrested for an attempted robbery, and is found to be in possession of Kevin Holloway's gun. This prompts the investigation into Kevin's death to be reopened. The young man tells Frank and Rachel that he took the gun from a package in his father's (Chris Kollias) safe.
Lawyer Chris Kollias is mysteriously reported missing. While Fiona and Tommy conduct surveillance on a beach to catch a flasher, Gavin goes with the detectives to a caravan park to look for leads in their investigation of the murder of one of its residents.

Frank and Rachel are joined by an Asian crime specialist from Task Force Oak to help their investigation into a number of carbon monoxide related deaths.
Hoping to find evidence to connect Knocker to Kevin's death, Inspector Brady convinces Frank to conduct a preliminary search of Knocker's house, in which Frank finds a number of items, including a New Zealand passport.
A man is found trying to bury the body of his brother-in-law. The story he tells the detectives does not match the crime scene which leads them to believe that he may not have been involved in the murder.
Meanwhile both Helen and Jeff are disappointed when they hear that Michael Farrell has the job of Chief Inspector of the Water Police.
A witness to Kevin Holloway's death is found murdered, and it leads Inspector Brady and Frank to search for other people who may have seen what happened the night Kevin died.
Jeff has decided to appeal the decision to appoint Michael Farrell to the Water Police.
Frank and Inspector Brady continue their frantic search of witnesses to Kevin's murder. Internal Affairs meanwhile, try to track down Knocker, who is seemingly always one step ahead of them. When surveillance loses Knocker, Brady and Frank have no choice but to inform Rachel about what has been happening.

When a smoke bomb goes off inside a waterfront restaurant, Rachel and Frank find out that the owners are being blackmailed. They go undercover in the restaurant to try and find out who the extortionist is, and when the person calls demanding money, it is Frank who is given the task of delivering a bag of cash to the person.
Rachel and Frank investigate the death of Christina Lambert, a 22-year-old, who collapsed at a party after allegedly taking drugs. But why was Christina, who both her friends and family deny was a drug user, taking amphetamines in the first place?

When a psychic tells Jeff that she had a vision about a missing girl, he is skeptical but calls in the detectives to investigate. Rachel establishes a rapport with the psychic but Frank, like Jeff, is skeptical of her.

The Nemesis crew hear gunshots coming from inside a yacht in the middle of night. On board, they find two dead bodies and a badly injured woman who makes a quiet statement about "the man in the moon" before dying. Frank and Rachel investigate the shooter, who they find, is leading a double life.

Rachel and her boyfriend, Michael Jeffries, are guests at a wedding on a ship called "The Bounty." But when a body falls from the sails, Rachel has to tell Michael she is a detective and not a wine taster. Frank and Rachel try to unravel the mystery of the dead body, and soon find out that the killing is part of a planned terrorist attack on the Australian tourism industry.
Meanwhile, Gavin tracks down the man who stole his car, using newspaper classifieds to do so.
The US Navy enters Sydney Harbour during the Mardi Gras weekend. Rachel and Frank join the boat crew in trying to keep the peace as environmental protesters hinder the Navy's arrival. Everything takes a violent turn when a teenager is found bashed and left for dead in the Water Police car park.

Rachel and Frank travel to Melbourne to investigate the death of a woman, found dumped in the harbour. They soon find that woman's son has disappeared, and rush to find him.
Meanwhile back in Sydney, a man pulled from the sea by the Nemesis crew says that his boat was struck by a cargo ship, which sent he and his missing wife overboard.
The investigation into the death of Melissa Davies continues in Melbourne, and the detectives find out that her son, Jordon, is still alive. Certain that Jordan witnessed his mother's murder, they have to find him before he too is killed.
An eager young journalist following the Nemesis crew is more interested in Tayler than his story.
When Frank goes on an overseas assignment, Rachel has a hard time adjusting to her new partner, Tom Clancy. They are forced to investigate the mysterious drowning of a man, whose wife is suspected of having an affair.
Constable Sam Bailey competes in a free dive competition which results in tragedy.
Frank, Tommy and Gavin investigate the death of a bikie who was gunned down in a harbourside park. It turns out that Gavin knows one of the bikies. Dave tries to ease a shaken Sam Bailey back to work after the death of a fellow diver during a competition.
A man accuses Frank of assaulting him in the interview room, which leads to an Internal Affairs investigation. To keep busy while the investigation continues, Rachel and Frank look into a number of safe robberies.
Taylor and Tommy find themselves in Mosman, looking after two precocious children when their parents are arrested in relation to the safe robberies.
Samuel Jones is found murdered in his home, and Frank immediately becomes the number one suspect. Internal Affairs interviews everyone in relation to the murder.
Rachel and Frank investigate the disappearance of a young Cutter Bar worker who was last seen alive by Tayler, when they were in the same taxi together.

Frank saves Liz's life when he pushes her out the way of an oncoming car. Fearing for her safety, he then suggests that she move in with him, an idea which doesn't please Rachel. Tommy's relationship with Rhonda comes to a tragic end when, after a night of partying, she accidentally hits her head and dies.
While Frank is away, Rachel and substitute partner Jack Christey take on surveillance duty to catch a man who has been abducting women from parked cars and assaulting them. Trying to find a missing person, Dave is sent white-water rafting, something Tommy knows how to do. Jeff is hesitant in sending Tommy out with Dave, but he insists he is okay to do the job.
Tommy works with Rachel while Frank is away to try and catch an arsonist, who burnt down a boat, inside which was the body of a young man. The Nemesis crew, along with an enthusiastic Tayler, play host to a pair of detectives from the UK.
Rachel and Tommy arrest a teenager for break and enter; they are shocked to discover that he is Dave's son Sam. A search of Sam's bedroom soon finds drugs, and they have to charge him with the supplying and trafficking of the substance.
A man, known to police for being against everyone who is not Caucasian, steals a large number of explosives.
When a woman claims that she was stabbed by her estranged husband, Rachel and Frank find themselves investigating. Questions are raised as to whether the woman stabbed herself to stop the man from getting custody of their children.
Tayler loses her confidence when she is unable to contain people during a brawl. As a result, she requests desk duties.
While delivering a parcel to Marcia Jennings' workplace, Frank finds himself in the middle of a siege when Rob Jennings takes everyone hostage in an effort to get through to his ex-wife. Rachel, who recently completed a negotiators course, must use her skills to free Frank and the other people.
While Frank is away in Melbourne for a job interview, Rachel and Tommy hunt down a serial killer who has a strange way of leaving their victim's bodies. Rachel begins to feel uneasy about the fact that she may have to adjust to a new partner if Frank takes the job.
Frank and Rachel investigate an extortion against businesses in Chinatown, in which Terry Madigan is possibly involved, pleasing Frank who sees it as an opportunity to put Madigan away. Gavin and Jeff compete against each other in an 18 foot skiff race.
Rachel and Helen investigate the violent kidnapping of a diamond broker's wife, an incident that Helen thinks resemblances the disappearance of his first wife a number of years earlier. Dave finds himself unable to cope with the pressure of running the station in Jeff's absence, due to his personal life falling apart. Things for Dave aren't helped when the Water Police have to supervise teen pop sensation Milkshake film their latest music video on the harbour.

Frank goes undercover and poses as a criminal in an attempt to expose an armed robbery operation. Things get a little complicated when it is revealed that the man Frank is pretending to be, has a girlfriend.
The undercover operation involving Frank becomes more and more dangerous as the armed robbery attempt gets closer, despite a number of efforts from Rachel to try and get him out of it. Frank is forced to act as the getaway driver during the robbery but a sudden change in plans throws off the police surveillance unit and puts his life on the line.
Rachel and Helen investigate the disappearance of a young girl, who went missing from the beach. When one of the suspects is murdered, they find themselves in a hurry to find the missing girl, and further complications arise when Terry finds out that he is her father.
On his lunch break, Frank sees a robbery in progress in which he gives chase to a suspect. The man, identified as 'Kiwi Dave', tries to shoot Frank but instead the dodgy gun explodes in his hand.
Helen passes a number of tests, and is promoted to the rank of Senior Sergeant.
The Water Police are involved in a stand-off with an armed teenager, who desperately wants to see his girlfriend. When Jack boards the boat, things go from bad to worse when the boy shoots Tayler. While she is in hospital, Helen is reunited with her estranged brother.
A man's severed head is found washed up on a beach in a gym bag. Jack and Rachel investigate, trying to find out who killed him and where the rest of the body is. During a party on Fort Denison, a teenage boy runs from Gavin and Tommy, whose pursuit is scrutinised when the boy goes missing.
When an operator of an ice cream business is beaten up, Frank and Rachel investigate. They soon find out that drugs are being sold, as well as ice cream, and that the owner of the business is an old friend of Frank's, who used to be a police officer.
The decomposed body of Vince Blake is found during an archaeological dig, and ballistics find that a police officer's gun was used as a murder weapon. When it is found that the weapon in fact belonged to Jeff, he finds himself trying to prove his innocence.
During a seemingly innocuous day, the Nemesis crew, along with Rachel and Frank, stop a robbery involving Japanese tourists. The man committing the robbery has a seizure in front of them, and they soon find out that he is using steroids.
Rachel and Dave help deliver a baby when the mother is trapped underneath a boat and the tide comes in.
When an explosion on a wharf puts a man in hospital, Frank and Helen investigate the disappearance of an environmental activist who they believe is responsible. While watching a tape of a triathlon, Gavin notices that a competitor, who did not complete the race, is pulled underwater during his swim.
During his transportation to prison, 'Kiwi Dave' manages to escape from police custody and makes it his personal mission to make Frank's life a misery. His mission takes its toll on Frank's relationship with Louise, who decides to break up with him.
Rachel, Gavin and Tommy board a cruiser they see drifting in the harbour and come across Judge Moreton bound, gagged, and wearing very little clothing. They find that the cruiser was stolen, and Frank's interest in the case is heightened when he learns that the son of Terry Madigan is involved.
When a woman sees a base jumper plunge to his death, Jack is convinced that the dead man's three friends know more about the incident than they are letting on. Adding to the investigations complications, it is found that one of the dead man's friends is pretending to be someone he isn't.
Gavin pulls the body of his girlfriend from her car after he sees her vehicle plunge into the harbour, but unfortunately cannot save her. Trying to keep Gavin off the case, Jack asks Helen to help him investigate the woman's death when it is found that she was murdered.
Rachel saves the life of a young woman, Sarah Ackroyd, who was intent on jumping off The Gap. She and Jack soon investigate when someone is murdered, and it is found that Sarah's religious friend is possibly involved.
Inspector Barry Strong from Internal Affairs arrives at the Water Police when uniforms belonging to Gavin and Tommy are worn by two men so that they can steal money from a security van. When Helen's name comes up in the I.A investigation, she is suspended from work.
Frank and Rachel do everything they possibly can to clear Helen of any wrongdoing. Their investigation takes a turn when Terry Madigan's name is mentioned, much to the delight of Frank, who has been wanting to get Madigan in jail for years.
Jack gets help from the divers when an informant of his tells him that there is a body of a known drug courier weighted down at the bottom of the harbour.
The feud between Terry Madigan and Jimmy Formica begins to get personal. The rekindled relationship between Frank and Louise ends tragically when Louise is caught in a shootout between a number of men who work for the two rivals. Helen is reluctant to return to the police service and considers a new line of work, but Rachel finds a way to change her mind.
Frank finds his life hanging in the balance after he tracks down Terry Madigan, only to be kidnapped by Formica and his men. Jack and Rachel race to find Frank, who is then forced to rely on Madigan in order to survive.
When a cruise ship with mostly rich people on board enters Sydney Harbour, Rachel and Frank uncover a possible jewellery heist that is about to take place. The investigation leads them to believe that some of the ships crew are involved.
Dave and the other divers find a number of human bones at the bottom of the harbour, which belonged to a child.
An Inspector from Scotland Yard arrives at the Water Police to take stolen diamonds back to the UK with him, but nothing about the Inspector is as it seems. Meanwhile, Dave and the boat crew respond to a number of suicide hoaxes around the harbour, which does not please Dave.
After receiving a call about a stolen boat, Tommy, Gavin and Tayler go to the owner's house, where they find the owner with his hand nailed to a tree. Rachel and Frank soon discover that the man's wife is missing.
When a teenager becomes trapped in a pylon in the harbour, the divers discover a dead body floating in the water beside him. Helen makes sure that the boy, who doesn't have a permanent home, is taken care of.
Rachel and Frank in the meantime, investigate the mystery of the body found inside the pylon.
When two kids find a severed penis on a beach, the search to find the victim begins, and the detectives soon find themselves dealing with reports of a stalker and a subsequent kidnapping.
While investigating an armed robbery murder, Rachel and Frank find themselves in the middle of a feud between a prominent Sydney family. When a robbery goes wrong, and results in the death of a member of the family, the feud only gets worse.
Meanwhile, Helen's romance with lawyer Gillian Swain begins to heat up.
When an elderly women gets into a scuffle with a water taxi driver, she shoots him with an old gun which misfires, and ends up falling overboard to her death. Helen's romance with Gillian Swain comes to an abrupt end, when she tells Gillian that she can't move in with her.
After working with the Water Police for a couple of days, Senior Constable Michael Reilly, a detective from V.I.P Security, applies for the third detective's position. It is a move which shakes the partnership between Rachel and Frank, especially when they are told one of them has to apply to become a Sergeant. Neither of them want to be the other's boss.
When an old friend of Frank's is found dead on his boat, Frank recalls a dream that he and his friend had about sailing to Venezuela when they were younger. After a young drug addict jumps to his death, Frank realises how little influence he is having as a police officer and decides to pursue his old dream.

Jack Christey arrives to take on the new senior detective's job in the Water Police, but tension with Rachel escalates when he takes charge of a murder investigation involving an police old friend of his.
