L has a FBI agent tail Light, because he now suspects the NPA or, at least, someone close to a NPA member. Light becomes aware of the new intruder. Do to Light's worry of how to rid himself of the agent, Ryuk informs Light that he can gain the power of Shinigami eyes, the ability to see people's names over their head, by trading half his remaining lifespan.

While Ryuk looks at Light, he sees the numbers 9, 3, 31, 26, 3, 9. These numbers are the lifespan of Light and only Shinigami can interpret these numbers.
If you look closely at one of Light's papers, you can see his birthday at the top, February 22, 1986.
