Spider-Man is swinging across New York City looking for the Green Goblin. However, he's distracted when two car thieves steal a truck hauling new cars. Spider-Man goes after them and one of them drives a car off the back and into the streets while Spider-Man takes on the other thief. the brake line is broken and the truck screams out of control. Using his web-spinners, Spider-Man manage to stop it just in time. He then goes after the second thief and stops him.

Peter then heads back to Midtown where the team is playing a football game. Mary Jane is there because Flash invited her, and she seems intent on making sure she doesn't appear to be too attached to Peter. Harry makes the winning touchdown and his teammates carry him off the field in triumph. In the locker room, the team invites Harry to come along and mentions they're going to Coney Island the next day. Harry starts to change but then winces in agony and drinks the Goblin formula hidden in his locker. Gwen waits for him outside the door, but eventually the janitor tells her that Harry isn't inside, and hasn't been for several hours.

Dr. Otto Octavius is at Norman Osborn's hidden laboratory and worried that the authorities will trace the new wave of super-villains there. Norman tells him to stop whining and Otto fantasizes about rushing him using his manipulator tentacles. However, he quickly caves in to Norman and starts working on his new project as Norman leaves. Otto shuts down the system and removes the activation key, then goes into the reactor chamber. Once he does, the Green Goblin sneaks in and uses the activation key to start the reactor up, then lock the door. Otto is unable to get out and the reactor floods the chamber with radiation, fusing his manipulator tentacles to his body.

Spider-Man sees the glow of the reactor from across the city. Unable to get there quickly by swinging, he rigs a web-catapult and fires himself across the safety. Meanwhile, Norman has returned to the lab and overrides the security system, getting the chamber door open and shutting the reactor. Otto is buried under rubble and Spider-Man arrives to get him free. Otto wakes up and attacks Norman using his tentacles, which he now controls directly with his thoughts. When Spider-Man tries to intervene, Otto pins him to the wall and declares that he now has the power he needs to strike at everyone that has ever humiliated him... as Dr. Octopus!

Otto attacks Spider-Man while Norman makes his escape, but the power pack for his arms starts beeping. He grabs a battery and leaves, knocking Spider-Man aside and bursting through the roof.

Gwen locates Harry and tries to talk to him about the fact that he's acting erratically, but Harry refuses to listen and invites her to come along with him and the others to Coney Island. She reluctantly agrees.

Ned Lee is at Robby Robertson's office trying to convince him that Spider-Man and the Green Goblin are somehow tied together. Jonah is more interested in recruiting a reporter to cover the story of his son's mission launch in Florida. Boswell does a little bootlicking and gets the job, while Robby okays Ned's story.

Otto returns to his apartment to get a new power pack and more distinguished looking clothing, but realizes it's a temporary solution and he needs to find a permanent energy source.

Peter and Gwen go with the others to Coney Island. Harry does remarkably well on the Ring the Bell strength tester. However, he ignores Gwen and her attempts to talk to him about his apparent problems. Left out in the cold by MJ and Flash, Liz ends up with Peter and the two have a good time. Then they run into Flash and MJ and it gets uncomfortable, until Peter spots Dr. Octopus in the distance and fakes stomach pains to get away. Otto is heading for OsCorp where he forces his former coworkers to tell him where his new power source is stored. He goes to the vault where it's kept and easily breaks in, but Spider-Man arrives and grabs the power pack. Realizing that Dr. Octopus needs it to keep going, Spider-Man blinds him with webbing then flees outside. Otto chases him to Coney Island where a panic breaks out and Gwen trips. Harry abandons her but MJ tries to help her up, only to come face-to-face with Dr. Octopus. Before he can attack them, Spider-Man intervenes and Flash tries to help. Spider-Man hurriedly gets him away and Dr. Octopus realizes Spider-Man's weakness: he protects the innocent. The villain grabs Liz and climbs atop a roller coasted, and forces Spider-Man to choose between her or the power pack. Spider-Man throws the pack toward the water then rescues Liz as Dr. Octopus goes for the power pack and catches it. He recharges himself with it and goes on the all-out offensive, seemingly knocking Spider-Man unconscious. However, it's a ruse so Spider-Man can get close enough to rip out both power packs and leave Dr. Octopus helpless.

Later, Peter comes back and claims he was taking photos. He discovers that Liz is breaking up with Flash since he snubbed her for MJ. Gwen convinces Peter that they need to have a serious talk with Harry. However, their friend has already left and is back in his bedroom drinking more of the Goblin serum. And Harry's father meets with Hammerhead, and they both determine they have to stop the Green Goblin from interfering in their plans.
