Two officers escort their prisoner to a police station in the middle of winter. The station officers stare at the prisoner in disgust as he's taken to the upstairs holding area and placed in a cell. The escorting officers carefully remove his shackles and leave him there, asking if he has any concerns. The prisoner just laughs in response. Once they go back downstairs, the prisoner removes a concealed wooden rattle from his sleeve and starts chanting while shaking it.

The duty officer, Sgt. Williams, goes through the role call. The other officers notice that the only female cop, rookie Danny Bannerman, is carrying a horror magazine. None of them are too impressed with having to rely on a female officer to cover their backs. Williams explains that their new prisoner is a Cajun, Duane Mellor. Mellor is an "eater": he's killed at least 30 people after torturing and then cooking and eating their body parts one at a time. Bannerman is on third shift with veteran officer Steinwitz and younger officer Mattingly. Bannerman, a horror-movie buff, is intrigued by Williams and asks to see the file on the Eater. Williams gives it to her and tells her that if she can make it through the year and get her promotion, the other officers will lighten up on her.

Steinwitz goes upstairs to see the prisoner while Bannerman goes downstairs to the locker room to change. She finds that the officers have left a costumed inflatable doll in her locker as a joke. As she goes over the file, Mellor continues to chant. The lights flicker and she hears a crash. She goes up to the first floor to find Steinwitz eating a pizza. He says that he didn't hear anything and Mellor was quiet when he went upstairs. Bannerman notices that Mattingly has seemingly disappeared and goes upstairs to find him. Mellor is lying beneath a blanket on his bunk and doesn't react. She bangs on the cell door but Steinwitz interrupts, bringing her a cup of coffee. He hasn't seen Mattingly, but sits down and starts twirling a pencil as he cheerily talks about Mellor and how he figures the Eater kills people because he likes the thrill of power, and thinks he's eating the souls of those he kills.

Steinwitz hears something and tells Bannerman to stay while he goes to investigate. Bannerman, wondering why Mellor hasn't said anything, goes to his cell door and discovers that it's unlocked. She starts to go inside but Mattingly arrives, startling her. They lock up the cell and then Mattingly sits down and starts twirling a pencil, then offers her another cup of coffee while saying he hasn't seen Steinwitz. Bannerman remembers that Steinwitz brought her a cup earlier… and Mattingly wasn't there to know she needed another cup. Mellor still hasn't moved and Bannerman thinks he's dead. Suspicious of Mattingly, she goes to find Steinwitz. Downstairs she discovers that someone has chained the doors shut. The phone and radios are cut off and she can't get a signal on her cell phone. Looking around, she finds a corpse beneath a desk: Mattingly, his heart ripped out of his chest.

Bannerman hears gunshots and runs upstairs, and discovers Sgt. Williams has come back. She explains her theory that Mellor got loose and killed Steinwitz and Mattingly, then ate their hearts. Now the Eater can take on their appearances. Williams figures she's telling the truth and goes upstairs with her to the holding area. They find Steinwitz hanging from the ceiling, his heart ripped out. Mellor is gone fro his cell but they spot a covered body behind the desk. Bannerman removes the bag covering its face to reveal… Williams, his heart ripped out. She turns to shoot "Williams," but he's removed the bullets from her gun. Bannerman runs past him and tries to escape, but "Williams" has chained all the doors shut. She hides in the locker room but Mellor comes in using Steinwitz's appearance. She tries to get away but "Steinwitz" manages to take a bite out of her hand before she can escape. The armory is locked and she doesn't know the security code. Mellor comes in as "Mattingly" and tries to corner her. She gets past him to the exit, which is still chained shut. Mellor comes after her, shifting appearances from body to body and warning that he can't let her go. He grabs her and throws her to the ground, then takes a bite out of her neck before she can get away. She runs back upstairs and takes refuge in the supply closet.

Mellor follows the trail of blood to the closet and hauls her out. He starts to rip out chunks of her with his teeth and with her dying breath she handcuffs herself to him… then says she ate rat poison from the closet supplies. She dies, and Mellow starts to vomit from the poison. He tries to get away but because of her body he can't pull himself away and he collapses, dead.
