On the Caribbean island of San Christobal, Robert Sawyer has a profitable scam going. He lures near-bankrupt businessmen into drug deals, then double-crosses them, taking their money and dumping them into the ocean from his private jet. James Dowling is his latest victim. Boyd puts Jack on the case, sending he and Roxanne to the island, with Walter providing a computerized history as cover. Automan discovers six businessmen have disappeared there; at least one died. Automan and Walter take off in the Autoplane to warn Jack and Roxanne.
As they land, militiamen arrest Walter after Automan derezzes, mistaking him for a smuggler. In the guise of Agent Mann, Automan warns Jack and Roxanne of the danger they face in their hotel lobby. Walter is released by police Capt. Romano when he reveals his identity. Automan meets him on the street, revealing that Romano has erased all records of the missing men's presence on the island.
Jack meets with Liang Lew, Sawyer's beautiful accomplice, to set up a deal. She reports to Sawyer, who rejects the deal --he suspects Jack because he came to them. Romano arrives, confirming he is in on the crimes, and demands an increase to half Sawyer's take. He has to accept, and calls Liang to okay the deal with Jack. She lures Jack to her apartment to make the deal.
Automan and Walter avoid a guard at Sawyer's bank and raid the computer, obtaining valuable info about Sawyer's company and the missing men. Sawyer is really David Norris, whom Jack once busted, and knows Jack by sight. Before they can warn him, Jack meets with Sawyer, who has had plastic surgery. Gawyer recognizes him, and has him thrown into Romano's jail.
Walter sets up Automan as Otto, a thief with $15 million, and makes a deal with Romano to trap him. Automan throws money away gambling at a casino and meets Liang. She lures him to Sawyer. He and Walter merge and go to the meeting, where he makes a deal with Sawyer to invest in an island free of law. Outside, the Festival of Lights commences, sapping Automan's power and causing him to derezz, leaving Walter unprotected and a captive.
At the airport, Automan finally shows with his "money." Romano and Sawyer double-cross him and take he and Walter up for their last jet ride. As they get kicked out of the plane, Cursor derezzes the "money" and jumps out of the plane, rezzing up the Autoplane and saving Walter in midair. He, Automan and the militia are waiting to arrest Sawyer and Romano when they return to the airport.
